According to the results of the 2023 Thanh Hoa Provincial Competitiveness Index (DDCI), in the group of district, town, and city People's Committees, 6 units ranked in the "good" group, with Hoang Hoa district holding the "champion" position. In the group of departments and agencies, the Department of Industry and Trade was the leading unit.

Overview of the conference.
On the afternoon of May 20th, the Provincial People's Committee held a conference to announce the Provincial Department and District People's Committee Competitiveness Index (DDCI) for Thanh Hoa province in 2023.
Attending the conference were: Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; members of the Standing Committee of the Provincial Party Committee: Pham Thi Thanh Thuy, Head of the Provincial Party Committee's Mass Mobilization Department, Chairman of the Provincial Fatherland Front Committee; Nguyen Van Thi, Permanent Vice Chairman of the Provincial People's Committee; Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department; Le Anh Xuan, Secretary of the Thanh Hoa City Party Committee; and Comrade Nguyen Quang Hai, Provincial Party Committee member, Vice Chairman of the Provincial People's Council.

Representing the Vietnam Federation of Commerce and Industry (VCCI) were Mr. Dau Anh Tuan, Standing Committee Member, Deputy Secretary General of the VCCI, and Director of the PCI project; leaders and staff of VCCI Thanh Hoa - Ninh Binh ; leaders of departments, agencies, and localities; industry business associations; and a large number of businesses in the province.
Efforts to create
Speaking at the announcement ceremony, Mr. Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh, said: 2023 marks the third year that Thanh Hoa province has implemented the Thanh Hoa DDCI Project with even greater expectations. With this mindset, the Thanh Hoa DDCI survey process has been carried out more carefully by the project's lead unit, primarily through field visits, direct contact with businesses, and dissemination of information about the province's efforts to improve the investment and business environment, the PCI, the DDCI, and the responsibilities and rights of businesses.
The verification and cross-checking of survey respondents' information was also carried out at a higher rate compared to 2022. The Thanh Hoa DDCI 2023 report was prepared in accordance with regulations, ensuring objectivity and independence under the strict supervision of the DDCI Task Force, and without any influence on the published results.

Mr. Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh, delivered the opening remarks at the conference.
“With the joint efforts of the Provincial Business Association, the Young Entrepreneurs Association, the Women Entrepreneurs Association, and other associations, industry groups, and business clubs, the information from the 2023 Thanh Hoa DDCI Survey will continue to convey the voice and aspirations of the Thanh Hoa business community to the government at all levels. In 2023, the survey also attracted more participation from businesses and recorded positive changes. Many units maintained good rankings; some units in the lower ranks have strived to improve thanks to their reform efforts,” emphasized Do Dinh Hieu, Director of VCCI Thanh Hoa - Ninh Binh.
The DDCI Thanh Hoa index for 2023 retains its eight components: Transparency and access to information; Dynamism and the role of leaders; Time costs; Informal costs; Fair competition; Business support; Legal institutions; and Access to land. Specifically, indicators 1 to 7 are used to score and rank the group of 25 provincial-level departments and agencies; indicators 1 to 8 are used to score and rank the group of 27 district, town, and city-level People's Committees. In addition, the 2023 DDCI Thanh Hoa survey also examined several other aspects not used for scoring and ranking among units within the same group, but which have a significant impact on the production and business activities of enterprises. These aspects provide a clearer picture of the province's business environment and serve as input for identifying solutions to enhance the competitiveness of the evaluated units, contributing to improving the province's competitiveness in the coming years. These include: market entry; labor training; the effectiveness of the judicial system; and the support needs of businesses. |
To increase the participation rate of businesses in the survey, VCCI Thanh Hoa - Ninh Binh and the survey team employed various methods to approach and encourage businesses to participate in the survey with objectivity and responsibility; strengthened coordination with provincial-level business associations and district-level business associations; and promoted communication and introduction of the survey through social media and other media outlets.
It is estimated that nearly 8,000 businesses have accessed the questionnaire and been invited to participate in the survey through various means, accounting for approximately 30% of the businesses operating in the province.
After collecting the survey questionnaires, the VCCI Thanh Hoa - Ninh Binh verified the information of the businesses and respondents. As a result, after screening and verifying the information, 2,751 valid survey questionnaires were selected for data processing and calculation; of which 1,348 questionnaires assessed departments and agencies, and 1,403 questionnaires assessed district-level People's Committees.
The Department of Industry and Trade and the People's Committee of Hoang Hoa district led the Thanh Hoa Provincial Competitiveness Index (DDCI) in 2023.
At the conference, Mr. Nguyen Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh, reported on the implementation process of the 2023 DDCI Index survey.

According to the results of the 2023 Thanh Hoa Provincial Competitiveness Index (DDCI), among the People's Committees of districts, towns, and cities, six units ranked in the "good" group: Hoang Hoa, Sam Son City, Nong Cong, Tho Xuan, Dong Son, and Thanh Hoa City. Hoang Hoa District held the "champion" position in the 2023 Thanh Hoa DDCI with a score of 90.83. Following closely behind were the People's Committee of Sam Son City with 89.94 points and the People's Committee of Nong Cong District with 85.01 points. Nine localities ranked in the "fair" group, and 12 localities ranked in the "average" group.

The median score of Thanh Hoa's DDCI in 2023 was 60.99 points, 6.2 points lower than the median score in 2022. This indicates that, although the scores of units in the province this year did not differ as much as in 2022, the overall quality of governance of the units, as assessed by the provincial business community, has not improved compared to the previous year.
Ten out of 27 units showed improved scores, with the three most impressive improvements being Nong Cong District, Hoang Hoa District, and Sam Son City, each increasing their score by over 12 points compared to the previous year. Yen Dinh District also recorded a significant increase in score (+9.64 points).
Conversely, 17 out of 27 units experienced a decrease in scores compared to the previous year, most notably Nhu Thanh district (down 28.27 points), Quan Son district (-16.28 points), Tho Xuan district (-13.89 points), Quan Hoa district (-12.64 points), and Nga Son district (-10.78 points).
Changes in local scores led to significant fluctuations in the rankings of district-level People's Committees on the 2023 DDCI ranking compared to 2022. Specifically, out of 27 units, none maintained the same ranking as the previous year; 14 units improved their ranking, and 13 others dropped in rank.
Among the units that improved their rankings, Yen Dinh district made the strongest impression, rising 16 places from 26th in the 2022 ranking to 10th in the 2023 ranking. Following closely behind was Bim Son town, which climbed 12 places, from 20th in 2022 to 8th in 2023.
In the departmental sector, the 2023 DDCI survey results show that the Department of Industry and Trade is the leading unit, with 88.01 points, replacing the Customs Department from 2022. The next positions belong to the Provincial People's Committee Office (86.31 points), Customs Department (85.51 points), Department of Agriculture and Rural Development (85.04 points), Provincial Inspectorate (81.61 points), and Department of Planning and Investment (80.10 points). These are also the 6 units classified as "good," with significantly higher scores than the remaining units. In addition, there are 8 units in the "fair" group and 10 units in the "average" group.

The median score of the DDCI (Provincial Departments and Agencies) in 2023 was 60.76 points, lower than the median score in 2022 (66.80 points). Thus, while the scores among the units tended to be more balanced and no unit was ranked in the "poor performance" group this year, the median score of the entire group decreased, indicating that the scores of units in the upper half of the ranking tended to decline compared to the previous year...

On behalf of the business community, the Chairman of the Provincial Business Association, Cao Tien Doan, affirmed: “From the perspective and voice of the business community, the results of the DDCI announced today are proof of the year-long economic and social management journey of the provincial authorities. This is an important basis for departments, sectors, and localities in the province to review their management methods, and from there develop strong solutions to improve in the future, especially policies that directly impact the production and business activities of enterprises.”

The Provincial Business Association is committed to continuing to closely coordinate with VCCI Thanh Hoa - Ninh Binh to effectively fulfill its mission of representing the voice of the business community; encouraging and spreading to businesses the responsibility of participating in evaluating the management capacity of units they regularly interact with, thereby building Thanh Hoa into a locality with a healthy, open, dynamic, and comprehensive business environment.

Mr. Dau Anh Tuan, Standing Committee Member, Deputy Secretary General of the Vietnam Federation of Trade and Industry, and Director of the PCI Project, shared the methodology and implementation methods of the DDCI in provinces and cities.
Speaking at the conference, Mr. Dau Anh Tuan, Standing Committee Member, Deputy Secretary General of the Vietnam Federation of Trade and Industry, and Director of the PCI Project, stated: “Having participated in advising on the implementation of the Thanh Hoa Provincial Competitiveness Index (DDCI) for three consecutive years, we clearly feel and highly appreciate the efforts of the Thanh Hoa provincial authorities in their determination to change the way they manage the economy and improve the investment and business environment. The implementation of the DDCI assessment in Thanh Hoa province has initially yielded results, with Thanh Hoa's PCI index in 2023 having risen 17 places to enter the top 30 provinces and cities with the highest rankings nationwide.”

Mr. Cao Van Cuong, Director of the Department of Agriculture and Rural Development, representing the units evaluated in the Thanh Hoa DDCI Index, spoke at the conference. In 2023, the DDCI ranking of the Department of Agriculture and Rural Development increased by 12 positions, from 16th place in 2022 to 4th place.
Speaking at the conference announcing the 2023 DDCI (Provincial Competitiveness Index), the Standing Vice Chairman of the Provincial People's Committee, Nguyen Van Thi, warmly congratulated the departments, agencies, and district-level People's Committees on achieving high results, as recognized and evaluated by the business community. He also highly appreciated the efforts of the Thanh Hoa - Ninh Binh Chamber of Commerce and Industry (VCCI); the close coordination of departments, agencies, Party committees, and governments of districts, towns, and cities; the enthusiastic participation of the business community in the survey; and the strong publicity by news agencies and the press during the implementation of the project.

The Standing Vice Chairman of the Provincial People's Committee affirmed: "In 2023, the province's PCI (Provincial Competitiveness Index) showed positive signs, increasing by 17 ranks compared to the previous year, and is one of the localities with a breakthrough in ranking. This is a welcome sign, and also a worthy reflection and recognition of the efforts and determination of the entire political system in improving Thanh Hoa province's PCI ranking in the past; including the implementation of the DDCI (Provincial Competitiveness Index) set."

Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Comrade Pham Thi Thanh Thuy, Head of the Provincial Party Committee's Mass Mobilization Department, Chairman of the Provincial Fatherland Front Committee, presented flowers and tokens of appreciation to the top-ranking units of the People's Committees of the districts.
However, he also pointed out that we need to frankly acknowledge that the journey to achieve the goal of raising Thanh Hoa province's PCI index to be among the top 10 localities nationwide by 2025 is a huge challenge, with many obstacles and much work to be done. This places increasingly higher demands on us, requiring stronger determination, more comprehensive and clear changes, and more decisive actions in directing, managing, and organizing the implementation of tasks, especially changes at the grassroots level.
The comrade pointed out several tasks that the Party Committee and the government of Thanh Hoa province need to continue implementing in order to further improve their competitiveness index, thereby contributing more positively to the province's investment and business environment. Accordingly, units need to continue promoting propaganda and dissemination, raising awareness among all levels, sectors, units, localities, the business community, and the people about the meaning, role, and importance of the DDCI index; especially, leaders need to be frank and open-minded, not prioritizing rankings, but focusing on reviewing and overcoming internal obstacles, bottlenecks, and constraints, and better performing their assigned functions and tasks; strengthening support and creating the most favorable conditions for businesses when investing, producing, and doing business in the province.

Comrade Nguyen Van Thi, Standing Vice Chairman of the Provincial People's Committee, and Mr. Dau Anh Tuan, Standing Committee Member, Deputy Secretary General of the Vietnam Federation of Trade and Industry, and Director of the PCI project, presented awards to the top-performing units in the departments and agencies.
The comrade also requested that, immediately after today's ceremony, departments, agencies, and localities should urgently review and carefully study the results of the 2023 DDCI Index and the recommendations of the VCCI Thanh Hoa - Ninh Binh; focus on analyzing and evaluating to promote good results, build specific plans and measures to overcome shortcomings and limitations in order to improve the score and ranking of the competitiveness index of their respective units and localities in the coming time. Along with that, they should continue to promote the emulation movement for administrative reform, improve the investment and business environment, and enhance competitiveness in departments, agencies, and localities through specific actions and deeds; create a ripple effect among each official, civil servant, and worker, fostering a spirit of initiative, creativity, and responsibility to build a development-oriented, honest, professional, modern, effective, and efficient administration and governance that serves the people, businesses, and society.
The comrade also requested that all levels and sectors in the province, and the business community, continue to pay attention to and support the Thanh Hoa - Ninh Binh Chamber of Commerce and Industry in perfecting the methodology, process, and content of the DDCI Index assessment; and continue to pay attention to, coordinate with, and support the unit in implementing the project to achieve the best results.
The VCCI Thanh Hoa - Ninh Binh branch continues to enhance its responsibility and proactive spirit; actively research and learn from the best practices and experiences of other localities; focus on applying information technology to investigation, survey, and evaluation activities to ensure that the DDCI results are substantive, objective, and transparent; truly becoming a "lever" and "impetus" to encourage agencies, units, and localities to compete in improving the quality of their operations, promoting administrative reform, and improving the investment and business environment; contributing to rapid and sustainable socio-economic development.
