Following the merger, Ms. H'Rôya Kbuôr was assigned to oversee the Justice and Civil Registry sector at the Cuôr Đăng Commune Public Administrative Service Center. This sector handles the largest number of files and requires a high degree of accuracy. Faced with a massive workload and the demands of digital transformation, she proactively learned and familiarized herself with new online processes, handling administrative procedures electronically and digitizing files and data.
Notably, over 77% of the population in Cuôr Đăng commune are ethnic minorities. Besides digital skills, she also focuses on developing communication skills and guiding people in an easy-to-understand and memorable way. Thanks to her kindness and patience, she has gained the people's trust and satisfaction, contributing to spreading the image of a friendly and professional civil servant.

As a result, the time taken to process administrative procedures in Cuôr Đăng commune has decreased by an average of 30% compared to before, and 100% of administrative procedure applications are processed online through the Public Service Portal, thereby increasing the success rate of online applications in the locality. This helps reduce the burden of paperwork and shorten waiting times for people.
In Dang Kang commune, after more than four months of operation of the two-tiered local government, residents have clearly felt the positive changes, with a more dedicated and professional approach to service.
To meet job requirements, Mr. Pham Tien Ngoc, a specialist at the Dang Kang Commune Party Committee Office, has clearly demonstrated a pioneering role in applying technology, especially artificial intelligence, to synthesize, process, and exploit data records. He has also become a "digital expert" at the agency, directly guiding and inspiring other officials and civil servants.
These efforts demonstrate that a self-learning mindset is the "key" for each official and civil servant to become a solid link in building a digital government, bringing public services closer to the people. This effort has contributed to building a technology-based work environment that serves the people more effectively.
Intensive digital skills training
The ultimate goal of digital government is to serve the interests of the people. Dak Lak province has determined that it is essential to build a team of officials and civil servants who are proficient in technology to ensure that the two-level local government operates efficiently, transparently, and better serves the people. To ensure that civil servants have sufficient tools and knowledge, and to promote synchronized digital transformation, Dak Lak province has aggressively implemented Resolution No. 57-NQ/TW and other strategic decisions of the Government.
The province is focused on organizing numerous training courses and digital skills development programs to build a workforce capable of effectively implementing digital transformation at the local level, helping civil servants and public employees quickly adapt, apply, and process documents in an electronic environment.

The training courses focused on core and urgent topics such as: Artificial intelligence (AI) skills; guidance on operating the document management and operational software system (iDesk), and troubleshooting common errors in using digital platforms and applications; and building and developing a team of specialists in digital transformation and information security to protect the information systems of the Party and the State. In 2025, Dak Lak province successfully organized 6 training courses for officials and civil servants, attracting 565 participants.
In fact, the success of the government is measured by the satisfaction of its people. Dak Lak province is witnessing a wave of positive transformation, where technology is seen as a powerful tool to support civil servants in performing their duties, but a shift in mindset towards service delivery remains the core objective.
Mr. Nguyen Hong Duy, Vice Chairman of the People's Committee and Director of the Public Administrative Service Center of Dang Kang Commune, said: "Officials and civil servants at the Center are instructed to work with a high sense of responsibility, dedication, and attentiveness in guiding and supporting people to understand online procedures and the benefits of digital transformation." This confirms that, alongside improving digital skills, instilling a professional service mindset is a mandatory requirement for civil servants in the 4.0 era.
With the decisive leadership of the province and the unanimous support from leaders down to every grassroots official, the goal of building a team of officials and civil servants for the 4.0 era – skilled in their profession, proficient in technology, and professional in communication – will surely soon become a reality, bringing the most practical values to the people and the overall development of Dak Lak province.
