After each congress, resolutions only truly become meaningful when they are concretized into action. In Hue , the shift from "learning" to "action" is being clearly implemented at the grassroots level, creating substantive changes in daily life.

Many localities have put the National Resolution into practice through concrete actions, linked to each residential area and practical task. From urban order and environmental sanitation to production development, the National Resolution is gradually becoming present in the daily lives of the people.

The spirit of urgency and seriousness was clearly demonstrated in the implementation of the Central Committee's resolutions and directives in Hue. Immediately after the 14th Party Congress, the City Party Committee proactively developed an action program to implement the resolutions with specific goals, tasks, and solutions, serving as a basis for synchronized implementation by Party committees at all levels.

Based on the general guidelines, localities have proactively implemented practical tasks, clearly defining the roadmap and desired results. The "six clear principles": clear tasks, clear resources, clear responsible persons, clear roadmap, clear time, and clear results have been thoroughly understood and become a consistent requirement throughout the implementation process.

This spirit quickly spread to the grassroots level through concrete actions. In Thuan Hoa ward, officials not only held meetings but also went directly to each residential group to review existing problems. During peak periods, the locality focused on addressing encroachments on sidewalks and roads, mobilizing numerous households to sign commitments to maintain urban order and environmental hygiene, contributing to a noticeable transformation in the urban landscape.

The approach of "going door-to-door, addressing every issue" has yielded clear results. Mr. Hoang Quy, a resident of Thuan Hoa ward, shared: "Previously, despite repeated warnings, encroachment continued, but this time, officials came directly to the area and took decisive action, so people are more self-aware." These seemingly small changes are vivid evidence that the Resolution has become an integral part of daily life.

In rural areas, the implementation of the Resolution has also been carried out in a practical manner. Training courses organized by the City Farmers' Association not only disseminate policies but also provide in-depth technical guidance, production orientation, and product consumption linkages. Many market-linked production models have been formed, contributing to increased income for the people.

Beyond just production, many localities have linked the implementation of the Resolution with the development of cultural life in residential areas. Movements such as "green, clean, and bright streets" and "waste-free residential areas" have been implemented synchronously, creating a transformation in both awareness and action among the people.

To ensure the resolution doesn't remain "on paper"

While the action plan is the starting point, inspection and supervision remain crucial in the implementation process. This requires Party committees at all levels, especially their leaders, to pay more attention to ensuring that the resolution is implemented uniformly and effectively.

Following Comrade Le Hoai Trung's directive on implementing the Resolution of the 14th Party Congress, Party committees at all levels must strengthen inspection and supervision from the grassroots level, promptly detecting and resolving difficulties and obstacles in the implementation process.

The spirit of "action" was emphasized by Party Central Committee member and City Party Secretary Nguyen Dinh Trung at the fifth City Party Committee meeting: "Localities must promptly concretize the Resolution with programs and plans; organize implementation decisively and effectively, without delay or prolongation."

At the local level, this spirit is concretized through very clear tasks. In An Cuu ward, the authorities have decisively directed efforts to overcome difficulties, expedite progress, and require the completion of the Hoang Thi Loan road project before April 30th. Setting a specific deadline not only creates pressure to meet deadlines but also clearly demonstrates a sense of responsibility in the implementation process.

In many localities, inspection and supervision work has been regularly strengthened. Emerging issues are handled promptly at the grassroots level, limiting the emergence of hotspots. In Huong An ward, the implementation of the Resolution is linked to local realities, helping officials and Party members understand their tasks and proactively organize their implementation. This approach not only improves the effectiveness of implementation but also creates unity in awareness and action.

A notable point is the increased application of technology and the promotion of digital transformation in management and administration. Regular monitoring of progress and updating of task results helps make inspection and supervision more transparent, timely, and effective.

The shift from "learning" to "action" is not only a change in approach but also a measure of the Party organization's leadership capacity. When resolutions are concretized through practical actions, closely linked to the people's lives, and thoroughly monitored, their vitality will be clearly affirmed.
