A testament to the journey of overcoming challenges and embracing innovation.

In recent years, natural disasters, storms, and floods have occurred repeatedly, leaving devastating consequences. In this context, the task for military units and enterprises is not only to fulfill production and business plans, but also to respond quickly and effectively to emergencies, ensuring the safety of people and property. In these "hot spots," the image of the trade union is clearly evident: quietly but promptly, persistently and warmly.

At key projects such as the Lang Nu resettlement area or the Phong Chau bridge, amidst scorching sun and torrential rain, officers and workers of the 12th Army Corps remained steadfast on the construction site, organizing construction scientifically and safely.

The union's support was not just about words of encouragement, but also about being present at the right time, taking care of working conditions, and providing moral support to help workers overcome difficulties. As a result, the project was completed ahead of schedule and with guaranteed quality, a vivid testament to the power of discipline, responsibility, and solidarity.

In Hue, during the peak of the year-end floods, when transportation was disrupted and many areas were deeply submerged, the technical force of Viettel Construction Joint Stock Company remained steadfast, maintaining communication lines. The Trade Union stood alongside the frontline forces, supplementing protective equipment, providing on-site logistical support, and promptly rewarding them. This understanding and sharing further motivated each individual to complete their nhiệm vụ and serve the people during the most difficult times.

Looking broadly at the period 2023-2025, the workers' movement and trade union activities throughout the military will face many challenges: volatile global situations, the need for organizational streamlining, a large workload, and increasing pressure to meet deadlines.

However, with the close support of the trade union, the workers remained committed to their machines, production lines, and construction sites, completing their tasks on time and ahead of schedule, while ensuring absolute safety. Many units maintained stable productivity, even increasing it by 5-7%, a figure that not only has economic significance but also serves as a measure of trust and unity.

Another significant milestone is the restructuring and streamlining of trade union organizations in accordance with Resolution No. 60-NQ/TW dated April 12, 2025. This includes ending the activities of trade unions in administrative and public service units whose salaries are 100% funded by the State budget; maintaining trade union organizations in financially autonomous enterprises and units; and transitioning to a transparent and modern two-tiered financial management model. In this context of significant change, trade unions have clearly demonstrated their role as a bridge, helping workers feel secure, reach consensus, and work together towards common goals.

Alongside organizational streamlining, digital transformation has made significant progress. From "digital literacy education" to online management systems within enterprises, trade unions have contributed to changing operational habits, improving management efficiency, and caring for workers. Digital transformation is not just about technology; it's about changing ways of thinking and doing things, where trade unions become a central information channel, listening to and promptly resolving emerging issues.

Aspiration for innovation, compassion, and sustainable development.

If the mark of the past period is depicted by the journey through hardship, then the aspiration to rise above is vividly expressed through the spirit of creativity and the widespread dissemination of humanistic values.

From workshops, factories, and research institutes to mines and seaports, thousands of technical innovations and improvements have emerged in the past three years. Some of these innovations originated from individuals without formal technological training, but driven by a thirst for learning and a willingness to think outside the box and take risks, they have created significant value. Management software, improved production lines, and solutions to replace imported equipment have not only saved hundreds of billions of dong annually for the national defense budget but also affirmed the self-reliance and capabilities of "soldier-workers" in the new era.

The emulation movements "Excellent Workers, Creative Workers" and "Innovative and Creative Military Trade Union - Strengthening Strength and Morality - Enhancing Intellect and Professional Skills" have become a powerful driving force, spreading to all fields. Each initiative is not only an intellectual achievement but also a commitment to dedication, a way for workers to express their trust in the trade union organization and in the future of a modern army.

Alongside innovation, there is a focus on practical care for the lives of workers. Trade unions at all levels have effectively played their role in representing and protecting the legitimate rights and interests of their members. From negotiating skill level upgrades, increasing hazardous work allowances, improving meal allowances, to building a safe and disciplined work environment – all are aimed at ensuring that each individual feels secure and committed to long-term employment.

In arduous and hazardous fields like coal mining, occupational safety and health are paramount. Mine gas monitoring systems, ventilation procedures, dust suppression misting systems, and emergency response drills not only protect the health of miners but also demonstrate the responsibility of the enterprise and the trade union towards their people – their most valuable asset.

In the high-intensity work environment of port and logistics, healthcare is implemented systematically: from regular check-ups and occupational disease screening to the construction of modern medical centers and health management using technology. Humanistic models such as "Family Day" and "Happy Time," though simple, are rich in meaning, helping workers balance their work, regenerate energy, and strengthen their bond with the company.

In particular, the "Trade Union Shelter, Comradeship and Solidarity" program has become a unique hallmark, reaching out to the most disadvantaged individuals. Each house provided is not just a shelter from the rain and sun, but also a source of spiritual support and faith for workers to overcome hardships and continue contributing. Over the past three years, 95 houses, with nearly 6 billion VND in funding, have been built – figures that speak volumes about the sharing and social responsibility of the Army Trade Union.

In addition, welfare programs such as Tet Reunion, Workers' Month, union meals, capital assistance funds, sightseeing and vacation trips, and gratitude programs have supported tens of thousands of workers with a total budget of over 330 billion VND. This is not just material support, but also a way for the trade union to maintain trust and cultivate harmonious, stable, and progressive labor relations.

Belief, enthusiasm, and aspiration to excel.

The period of 2023-2025 concluded with many significant achievements, but also opened a new chapter full of expectations. From factories and construction sites to mines and seaports; from technological innovations to charitable homes, the Army Trade Union has affirmed its role as a reliable support and a dedicated companion of workers.

Entering the 2025-2030 term with the action slogan "Loyalty, courage - Innovation, creativity - Dedication, compassion, worthy of being called Ho Chi Minh's soldiers," the spirit of emulation is spreading strongly.

Each worker looks forward to the Congress through their daily work, their responsibility, and their professional pride. This belief, this spirit, and this aspiration are the solid foundation for the Army Trade Union to continue to innovate, develop, and stand alongside workers, contributing to building a revolutionary, regular, elite, and modern army.
