Many key projects in Dak Nong are due for completion in 2025. Meanwhile, the backlog of capital in key projects is huge. If disbursement is not accelerated, the public investment and economic growth targets will not be met.
In 2025, Dak Nong plans to disburse VND4,041 billion for infrastructure development projects. Currently, many key projects in the province still have a large amount of capital backlog.

Directing the field trip to key projects on March 12, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that site clearance must be resolved.
Where there is land, the investor and construction unit will start first. Do not wait, which will lead to delays. Gia Nghia City will actively mobilize people to support and hand over the land to the State.
“To do this well, the coordination mechanism between relevant departments, sectors, localities, investors and contractors must be really smooth and tight. Avoid the situation where everyone does their own thing, leading to unfeasible results,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
The Provincial Investment and Construction Project Management Board coordinates with Gia Nghia City in site clearance. In cases where resettlement is certain, it is necessary to propagate and mobilize people to support immediately.
Wherever the land can be cleared, the investor and contractor will immediately start working. In case of deliberate resistance, the last resort is to resolutely enforce the decision.
Chairman of the Provincial People's Committee Ho Van Muoi emphasized that there is no way back in 2025. There are even gaps that cannot be retreated, and Dak Nong must do it at all costs.
“Projects and constructions must be accelerated 5-6 times. To do this, investors must actively invite contractors, especially contractors of key projects, to work and make commitments to the locality. For contractors still entangled in legal matters, investors must strictly manage their financial resources to avoid favoritism in handling work,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
Dak Nong has 6 key projects: Dao Nghia - Quang Khe Road Project Phase 2; Dak Nong General Hospital Upgrade Project; Gia Nghia City Central Square Project; Relocation and resettlement project for 212 households in the central area of Gia Nghia City; Dak Nong Provincial Museum, Library and Park Complex Project ; Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) Expressway Project.
Focus on site clearance
Site clearance is considered the biggest “bottleneck” in the construction of key projects. If this problem is resolved, the next steps in the project construction will be quickly carried out.
To resolve this problem, every Friday, the Provincial People's Committee sets aside time to meet and discuss with localities. Many field inspections are of special interest to provincial leaders to accurately grasp the progress, difficulties, and problems of the projects.
Director of Dak Nong Provincial Construction Investment Project Management Board (DMPMB) Ha Sy Son said that the most difficult part in implementing key projects is site clearance.
For example, in the Dao Nghia-Quang Khe project, the unit is coordinating with Gia Nghia City and Dak R'lap District to mobilize households to hand over land for construction.
As for the Gia Nghia City Central Square project, the unit coordinated with the Gia Nghia City Land Fund Management and Development Board to conduct both an inventory and mobilize people to hand over the land.
Among the key projects, Gia Nghia City is the locality that bears the greatest responsibility for site clearance. According to Mr. Thach Canh Tinh, Vice Chairman of Gia Nghia City People's Committee, in recent times, the locality has held meetings with relevant units and management boards to discuss this issue.
Propaganda and mobilization work is carried out regularly and continuously by the locality. Thanks to that, there are projects that the people are very supportive of. People donate land, even many assets on land to implement the project. However, in many scattered projects, there are difficult cases that the locality still cannot implement.
“We will continue to mobilize people to support and hand over the land. Because when the land is available, the project will be implemented and put into operation, bringing many benefits to the people. As for cases of deliberate resistance, the last resort is forced enforcement,” said Mr. Tinh.
Regarding site clearance for public investment in general and key projects in particular, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that without determination, resoluteness, and cooperation, it will not be possible.
The only way left is to make sure all the stages work together quickly. The Chairman of the Dak Nong Provincial People's Committee directed the Chairmen of the districts and cities to review the current problems to discuss and find solutions.
In 2025, Dak Nong's public investment capital plan is 4,041 billion VND . Of which, the capital plan for 2024 is 365 billion VND; the capital source for 2025 is 3,676 billion VND. By March 14, 2025, Dak Nong disbursed 192 billion VND/4,041 billion VND, reaching 4.76% of the plan.
