Many key projects in Dak Nong province have deadlines for completion in 2025. Meanwhile, there is a significant amount of unspent capital in these key projects. Failure to accelerate disbursement will result in failure to meet public investment targets and economic growth goals.

In 2025, Dak Nong plans to disburse 4,041 billion VND to fund infrastructure development projects. Currently, many key projects in the province still have significant capital backlogs.

During a site visit to key projects on March 12th, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, emphasized the need to resolve the land clearance issue.

Where land is available, the investor and construction unit should proceed with the project first. There should be no waiting, which would lead to delays. The city of Gia Nghia should actively encourage residents to support and hand over land to the government.

"To do this well, the coordination mechanism between relevant departments, localities, investors, and contractors must be truly smooth and close. We must avoid a situation where everyone acts independently, leading to unfeasible results," Chairman of the Provincial People's Committee Ho Van Muoi instructed.

The Provincial Investment and Construction Project Management Board is coordinating with Gia Nghia City in land clearance work. For cases where resettlement is certain, it is necessary to immediately publicize and encourage people to support the plan.

Where land can be cleared, the investor and contractor will immediately begin work. In cases of deliberate resistance, the final measure will be resolute enforcement.

Chairman of the Provincial People's Committee Ho Van Muoi emphasized that there is no turning back in 2025. In fact, there are gaps that cannot be closed off, and Dak Nong must address them at all costs.

“Projects and construction works must accelerate by 5-6 times. To achieve this, the investors must actively invite contractors, especially those involved in key projects, to work with them and make commitments to the local authorities. For contractors with legal issues, investors must strictly manage their funds and avoid showing favoritism in handling the work,” Chairman of the Provincial People's Committee Ho Van Muoi instructed.

Dak Nong has 6 key projects: the Dao Nghia - Quang Khe Road Project (Phase 2); the Dak Nong Provincial General Hospital Upgrade Project; the Gia Nghia City Central Square Project; the relocation and resettlement project for 212 households in the central area of ​​Gia Nghia City; the Dak Nong Provincial Museum, Library and Park Complex Project ; and the Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) Expressway Project.

Focus on land clearance.

Land clearance is considered the biggest "bottleneck" in the construction of key projects. If this issue is resolved, the next steps in the project's construction can proceed quickly.

To resolve this issue, the Provincial People's Committee holds weekly meetings with local authorities every Friday to discuss and address the problem. Provincial leaders also pay special attention to conducting numerous on-site inspections to accurately assess the progress, difficulties, and obstacles of the projects.

The Dak Nong Provincial General Hospital Upgrade Project is expected to be completed and put into operation in August 2025.

According to Ha Sy Son, Director of the Provincial Investment and Construction Project Management Board of Dak Nong province, the biggest difficulty in implementing key projects is land clearance.

For example, in the Dao Nghia-Quang Khe project, the unit is coordinating with Gia Nghia City and Dak R'lap district to mobilize households to hand over land for construction.

As for the Gia Nghia City Central Square project, the unit coordinating with the Gia Nghia City Land Management and Development Board is simultaneously conducting land surveys and persuading residents to hand over the land.

Among the key projects, Gia Nghia City bears significant responsibility for land clearance. According to Mr. Thach Canh Tinh, Vice Chairman of the People's Committee of Gia Nghia City, the locality has held meetings with relevant units and management boards to discuss this issue.

Many components of the Gia Nghia City Central Square Project are in the final stages of completion.

Local authorities have consistently and continuously carried out propaganda and mobilization efforts. As a result, some projects have received strong support from the people. Residents have donated land, and even many assets on the land, to implement the projects. However, scattered across many projects, there are difficult cases that the local authorities have yet to resolve.

"We will continue to encourage people to support and hand over the land. Because once the land is available, the project will be implemented and put into operation, bringing many benefits to the people. As for those who deliberately resist, the last resort will be coercive measures," Mr. Tinh said.

Regarding land clearance for public investment in general, and key projects in particular, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, Ho Van Muoi, emphasized that without determination, decisiveness, and cooperation, nothing can be achieved.

The only way forward is to ensure all stages operate as quickly as possible. The Chairman of the People's Committee of Dak Nong province instructed the chairmen of districts and cities to review the obstacles currently being encountered in order to discuss and find solutions together.

In 2025, Dak Nong's public investment plan is 4,041 billion VND . Of this, 365 billion VND is carried over from the 2024 plan, and 3,676 billion VND is allocated for 2025. As of March 14, 2025, Dak Nong had disbursed 192 billion VND out of 4,041 billion VND, reaching 4.76% of the plan.
