
Unleashing potential
Hai Duong is located within the Hanoi – Hai Phong – Quang Ninh economic triangle, in a central position connecting localities in the Red River Delta region. With many major transportation routes running through it, such as National Highways 5, 18, 37, 38, and the Hanoi – Hai Phong Expressway, Hai Duong is considered a locality with great potential to become a hub for economic trade and logistics in the Red River Delta region.
In its development plan for the period 2021-2030, with a vision to 2050, Hai Duong aims to have 33 industrial parks with a total area of 5,661 hectares, 61 industrial clusters with 3,209 hectares, and a specialized economic zone located south of the Hanoi -Hai Phong expressway in Binh Giang and Thanh Mien districts. By 2030, Hai Duong plans to establish 8 logistics centers in Hai Duong City, Kinh Mon town, and the districts of Binh Giang, Kim Thanh, Thanh Ha, Gia Loc, Cam Giang, and Ninh Giang, with a total area of nearly 190 hectares.
In recent times, relevant authorities and localities in the province have focused on promoting investment in logistics centers combined with inland waterway ports and railway stations, aiming to gradually form a hub for goods transshipment between road, rail, and inland waterway transport. Particular attention has been paid to attracting investors to develop logistics centers and inland waterway ports in Kinh Mon town and Ninh Giang district. On February 28, 2025, the Hai Duong Provincial People's Committee approved the investment policy and the investor for the project of a Logistics Service Center, oil and cargo port, oil depot, and commercial service area in Minh Hoa commune (Kinh Mon). This project is an important step, further supporting the realization of the vision to build Hai Duong into a logistics center of the Red River Delta region.

The project, invested by Duc Duong Co., Ltd., covers an area of over 36 hectares with a total investment of over 1,687 billion VND. This is the largest domestic investment project in the province since the beginning of 2025.
In implementing this project, Duc Duong Co., Ltd. will build a logistics service center providing comprehensive and high-quality services in freight forwarding and warehousing, cargo monitoring, customs services, prioritizing container ports, import and export goods, agricultural products, and bulk materials (coal, ore, various construction materials, etc.); build an inland waterway port (capable of receiving vessels under 3,000 tons) to serve the import and export of petroleum and goods; and build a mixed-use commercial and service area.

The project has a cargo throughput of approximately 70,000 TEU/year. It includes the construction of an inland waterway port with 3 berths and a capacity of 2 million tons/year. It also involves the construction of a petroleum storage facility with a capacity of 48,000 m³ . A mixed-use commercial and service area will be included, comprising office space, commercial services, restaurants, and accommodation services, with a total area of approximately 51,205 m² .
Currently, Kinh Mon town is clearing land for the project, involving a total of 244 households. This includes 198 households with agricultural land, 24 households with converted agricultural land, and 22 households with leased public land (for perennial crops and aquaculture) within the project area. As of April 9th, authorities have surveyed the current status of 171 households, publicly announced compensation plans for 171 households, and completed payments to 144 households. Kinh Mon town aims to complete the land clearance for the project this April.
Opening up great opportunities
According to Mr. Nguyen Duc Tam, General Director of Duc Duong Co., Ltd., after receiving a cleared site from the local authorities, the investor will promptly proceed with the next steps to invest in and implement the project. The project is expected to commence in mid-May; aiming for completion and operation by the fourth quarter of 2027.

Ms. Nguyen Thi Thanh Nhan, Secretary of the Party Committee of Minh Hoa commune (Kinh Mon district), said that the Logistics Service Center, oil and cargo port, oil depot, and commercial service area project is the largest project ever invested in and built in Minh Hoa. From the very first days of hearing about the project, local officials and people were very excited.
Minh Hoa commune is located in the southeast of Kinh Mon town, bordered to the east by Thuy Nguyen city and An Duong district (Hai Phong city), and to the west by Thai Thinh and Hien Thanh wards (Kinh Mon). Minh Hoa commune has nearly 12 km of river frontage, making it one of the localities with the longest river frontage in the province. This location and characteristics have fostered a well-developed waterway transportation network, creating favorable conditions for the development of water transport, ship repair, and shipbuilding industries in Minh Hoa. The water transport industry has generated income and provided employment for workers both within and outside the commune.

According to Ms. Nhan, this project, when invested in and constructed, will both leverage the local advantages and create many job opportunities, increase people's income, and contribute to socio-economic development not only for Minh Hoa commune but also for Kinh Mon town.
Mr. Truong Van Tuan, Secretary of the Party Branch of Ngoai village, Minh Hoa commune, said that the villagers are very enthusiastic and wholeheartedly support the project. From the very beginning of the project's implementation in the locality, some people in the village and commune have found new job opportunities such as security guard and driver... When the project is implemented and completed, there will be even more job opportunities for the people. The project will certainly contribute to the development of other local business services as well.
“The Logistics Service Center project, including a port for petroleum and goods, a petroleum storage facility, and a commercial service area, along with the investment project to build a road connecting National Highway 17B (Hai Duong) with Provincial Road 352 (Hai Phong City) from National Highway 17B to the Kinh Thầy River dike, which is about to be started, will create a new look for Minh Hoa and contribute to promoting the socio-economic development of the locality,” Mr. Tuan said.
