Voters in Thach That, Quoc Oai, and Chuong My districts agree with the policy of reorganizing administrative units.

The delegation included Lieutenant General Khuat Viet Dung, Vice President of the Vietnam Veterans Association; and Nguyen Thi Lan, Party Secretary and Director of the Vietnam Academy of Agriculture .

The conference was held in person at the main venue in Thach That district, and also connected online to venues in Quoc Oai and Chuong My districts, as well as communes and towns within Thach That district.

Representative Khuất Việt Dũng - Lieutenant General, Vice Chairman of the Vietnam Veterans Association, informed voters about the content and planned agenda of the 9th session of the 15th National Assembly.

Representative Nguyen Thi Lan, Secretary of the Party Committee and Director of the Vietnam Academy of Agriculture, announced the results of the responses from competent authorities regarding the recommendations of voters reflected at the voter consultation meetings before and after the 8th session of the 15th National Assembly .

At the conference, voters expressed their agreement, consensus, and trust in the policies and guidelines of the Party and the State, especially regarding the policy of reorganizing administrative units and the local government model towards a two-tier system; they also made many specific recommendations related to land management, land clearance, technical infrastructure, social welfare, and administrative reform.

Voter Nguyen Tran Vuong (Phung Xa commune) proposed specific solutions to streamline administrative procedures for the people following the merger of communes and the elimination of the district level, ensuring smooth and uninterrupted operations; he also requested investment in information technology infrastructure and appropriate administrative software to meet the increased workload after the merger, ensuring the efficient handling of administrative tasks in the merged communes; and urged the early implementation of a specific program to realize the "Digital Literacy Program for the People".

Voter Dinh Van Tinh (Tien Xuan commune) petitioned regarding the SUDICO Tien Xuan Project, which has been planned for 17 years but has not yet been implemented, causing serious impact on villages within the planned area and creating resentment among residents. The voter requested that the competent authorities promptly resolve the issue; and at the same time, consider granting land use conversion and construction permits to residents in the area. Regarding the Co Dung Reservoir Project, after its completion, the reservoir flooded nearly 19,000 m² of agricultural land for which compensation has not yet been paid. Furthermore, four households in the flood discharge area have been surveyed but have not yet received compensation, and the voter continues to request a timely resolution.

Voters have requested a definitive resolution to the disputes at the Suoi Ngoc - Vua Ba tourist area so that the locality can have the conditions to restore and develop tourism.

Voter Dang Thi Dang (Dong Truc commune) stated: The merger of communes will terminate the activities of part-time commune officials; however, these individuals are not eligible for support policies under Decrees 178/ND-CP and 67/ND-CP. Voters request that the Government implement appropriate support policies. The flooding at km16+500 of the Thang Long Expressway access road has persisted for many years, seriously affecting traffic. Voters request that the Ministry of Transport promptly resolve this issue.

Voter Nguyen Van Cuong (Thach Hoa commune) suggested: Thach Hoa commune is implementing 3 key projects with a total land acquisition area of ​​over 1,500 hectares, including Hoa Lac High-Tech Park, Hanoi National University, and Thang Long Expressway - the section connecting from National Highway 21 to the Hanoi - Hoa Binh Expressway. Although about 90% of the land clearance progress has been achieved, the planning process, which has dragged on for more than 20 years, has caused economic and livelihood losses for the people; compensation rates are low and inconsistent across different stages; there is a delay in allocating resettlement land, services, and housing rental support for households that have handed over their land; resettlement areas are often built after land clearance, lacking integrated infrastructure, affecting the lives of the people.

Voters requested that the National Assembly, the Government, and the city allocate timely funding to accelerate project investment progress and minimize stalled planning; approve and construct resettlement areas early before land acquisition; definitively resolve obstacles related to people's rights, ensuring fairness and transparency; and establish specific mechanisms to overcome difficulties and ensure that people's rights are not lower than before the application of the 2024 Land Law.

On behalf of the Hanoi City National Assembly Delegation, National Assembly representative Khuat Viet Dung acknowledged all the voters' opinions; and affirmed that the Hanoi City National Assembly Delegation would fully compile the voters' opinions and send them to the National Assembly and competent authorities for consideration, resolution, and response to the voters as soon as possible.
