Notable contents put forth in the action program are building a team of teachers, standard school facilities, and improving the quality of preschool and general education .

In particular, the Government requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and branches to develop a new preschool education program, increase practice, STEAM experience, play space, and comprehensive training for preschool children.

Review and complete the general education program, increase the duration of science , technology, and information technology subjects. Ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year; implement the roadmap to provide free textbooks to all students by 2030.

Continue to innovate testing and assessment methods, ensure honest assessment of learning and teaching results, and overcome the widespread situation of extra teaching and learning. Modify the model of specialized schools and gifted schools, strengthen foreign language teaching and learning, gradually introduce English as a second language in schools, and teach languages ​​of neighboring countries.
