Resolution 80-NQ/TW of the Politburo, issued in early January 2026, on the development of Vietnamese culture, has identified this issue with extreme accuracy; and from there, it has formulated policies to address it.
According to Resolution 30/NQ-CP dated February 24, 2026, issued by the Government on the action program to implement Resolution 80, the Government has designed 131 implementation tasks, including groups focusing on completing a comprehensive legal framework; developing high-quality human resources; designing specific preferential mechanisms and policies, etc.
Some specific tasks include developing human resources in culture and arts; implementing training programs to develop educational games about history; sending experts and artists for training and development abroad; and implementing the Vietnam Talent Program…
The government will also develop and submit to the National Assembly a resolution on a public-private partnership model in cultural and sports institutions, focusing on public investment and private management, or private investment and public use; and establish a Public-Private Fund for Culture and Arts. November 24th will be celebrated annually as Vietnam Culture Day, with employees receiving full pay. New laws will be developed regarding cultural and artistic activities, copyright, and the cultural industry; regulations will be issued on commissioning creative works, disseminating high-value works, and developing digital cultural infrastructure and spaces. A National Culture Index (V-Culture Index) and a statistical index on the contribution of cultural industries to economic growth will be established to quantify the role of culture. Other solutions include developing a digital cultural platform providing online library, museum, and performance services; building heritage city chains; and developing national brands to lead the cultural industry. Allocate land for the formation of cultural and industrial centers, film studios, and creative spaces; prepare nomination dossiers for additional world cultural and natural heritage sites… The state budget annually allocates at least 2% of total expenditure to culture, distributed in a focused manner and linked to output effectiveness.
Besides the specific tasks mentioned above, each citizen and each agency must also be deeply aware of their responsibility in implementing Resolution 80. The reality is that "the cultural environment is not truly healthy, social morality still shows signs of degradation and loss of identity," therefore, each person, in their actions and thoughts, must live positively and have good values in order to "build human character." Press and publishing agencies must effectively fulfill the tasks assigned by Resolution 80, which are to "play a core role" in disseminating and educating about culture; "create and guide a healthy cultural, informational, and taste environment; promote education on cultural values, family values, and the standards of Vietnamese people; and identify and promote good examples and good deeds."
To put it very concisely and clearly, as Resolution 80 states, "Vietnamese culture is the crystallization of the nation's finest values." With a new spring, a new era, and the country's strength reaching new heights, each individual must cultivate morality, push back negative and harmful thoughts and concepts, and promote a positive and joyful lifestyle; contributing to building an increasingly prosperous and civilized society.
