
Many positive results
According to the city's Department of Foreign Affairs, Da Nang has so far established official friendly and cooperative relations with 60 localities in 24 countries/territories, with 120 agreements signed.
In particular, the city maintains and develops regular cooperative relationships with 53 localities and international organizations in 22 countries/territories, with 58 valid memoranda of understanding in fields such as economics, culture, education , environment, tourism, human resource training, and investment promotion.
Efforts to promote and integrate into the international economy have been intensified through cooperation programs in investment, trade, and tourism, with the welcoming of foreign business delegations to explore the investment environment in Da Nang.
The city actively provides local businesses with a wealth of information about international trade fairs and business networking opportunities in potential markets such as Japan, South Korea, China, Thailand, and Laos.
Besides economic development, Da Nang effectively implements cultural diplomacy. The city proactively coordinates with diplomatic representative agencies to successfully organize many major international events, most notably the Da Nang International Fireworks Festival (DIFF), the Asian Film Festival - Da Nang, and bilateral festivals such as the Vietnam-Japan Festival, the Vietnam-Korea Festival, etc.
Recently, Hoi An was nominated for Asia's leading tourism awards in 2025, in important categories such as "Asia's Leading Cultural City Destination" and "Vietnam's Leading Cultural Destination," recognizing its efforts in preserving and promoting cultural values, while also promoting Da Nang's tourism image internationally.
The city also actively takes the lead and coordinates with diplomatic agencies, units, and businesses in the city to organize many meaningful events and activities promoting peace, solidarity, and people-to-people exchanges on an international and national scale. This contributes to strengthening and consolidating solidarity and friendship, and promoting cooperative relations with people, organizations, and international partners.
Attracting investment in a focused and targeted manner.
It is clear that international integration and attracting investment, especially FDI, have a reciprocal relationship. Integration means accepting common global rules of the game regarding intellectual property, policy transparency, and dispute resolution. This helps investors feel secure about the safety of their capital before deciding to invest.
In the process of socio-economic development, Da Nang has many advantages as Vietnam's role and position in the international arena are increasingly affirmed and enhanced. Along with national defense and security, foreign affairs and international integration, attracting investment is identified by the Party and the State as a key and ongoing task.
For Da Nang, attracting investment has been included in the city's theme for 2026: "Year of effectively promoting the two-tiered local government model, specific mechanisms and policies, boosting investment attraction, promoting economic development and ensuring social welfare," clearly demonstrating the importance of attracting investment today.
According to Phan Duy Anh, Deputy Director of the Department of Finance, the investment attraction strategy for 2026 will no longer be scattered but will focus on depth and specificity, specifically by building a breakthrough policy framework.
The city will leverage Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and pilot some specific mechanisms and policies for the development of Da Nang city, and Resolution No. 259/2025/QH15 amending Resolution 136/2024/QH15. Through this, it will maximize the use of special mechanisms regarding the Free Trade Zone and the International Financial Center to create a distinct competitive advantage.
The city focuses on promoting local investment, not only attracting new investors but also taking good care of existing ones.
The investment promotion plan focuses on traditional investors (the United States, Japan, South Korea, and Singapore) and expands into Europe. The focus areas for the year are semiconductors, artificial intelligence (AI), green growth, and logistics.
The proposed solutions focus on simplifying administrative procedures, strengthening diplomacy, promoting cooperation, and securing resources for implementation. Specifically, they aim to fully digitize the investment process; proactively seek cooperation with major international organizations; and combine state budget funding with the socialization of promotional activities.
The People's Committee of Da Nang City has issued Decision No. 860/QD-UBND on the list of projects to attract investment into the city for the period 2026 - 2030. The investment attraction list includes 13 sectors with more than 200 projects, focusing strongly on strategic areas to build Da Nang into a smart city and an economic center of the region.

Improving the quality of integration
On January 24, 2025, the Politburo issued Resolution No. 59-NQ/TW on international integration in the new situation, which serves as a guiding principle for Vietnam's international integration efforts in general and Da Nang city in particular.
In particular, the merger of Da Nang and Quang Nam, in addition to expanding administrative boundaries, also represents the convergence and restructuring of development resources. From resources and development space to science and technology and transportation infrastructure, advantages are synchronously connected, creating a breakthrough impetus for key economic sectors of Da Nang city.
According to the Director of the Department of Foreign Affairs, Nguyen Xuan Binh, the city is determined to continue improving the quality of economic integration to serve the development of strategic sectors (economy, science and technology, culture, etc.); promote economic diplomacy, diversify markets, supply chains and products, and strengthen the attraction of high-quality and effective foreign investment.
At the same time, we will strengthen the review process, promote the signing and effective and substantive implementation of international commitments and agreements signed in the past, and proactively contribute to encouraging our partners to fulfill them.
At a recent meeting of the city's Steering Committee for International Integration, Central Committee member and Chairman of the City People's Committee Pham Duc An acknowledged that foreign language training and the development of high-quality human resources are crucial factors in international integration.
Given its unique characteristics as a tourist city with extensive international relations, Da Nang needs to consider foreign language proficiency as an essential standard for its officials, civil servants, and employees, especially for the younger generation.
The Chairman of the People's Committee of Da Nang City requested that all units and localities implement the tasks synchronously based on Resolution No. 59-NQ/TW and the Government's action programs on the development of Da Nang.
"Units and localities should strengthen international integration in science and technology, innovation, and digital transformation; shifting strongly from passively receiving technology to actively cooperating to access, master, and gradually create new technologies."
"At the same time, we need to effectively and comprehensively implement cultural diplomacy activities, contributing to promoting cultural values, publicizing the city's image, and attracting tourism," Chairman of the City People's Committee Pham Duc An suggested.
According to statistics, from January 1st to March 20th, 2026, the city attracted over 58,496 billion VND in domestic investment, nearly five times higher than the same period last year. The city also attracted 37.47 million USD in foreign direct investment (FDI). As of March 20th, 2026, the city had 2,045 domestic projects with a total investment of over 804,775 billion VND; and 1,102 FDI projects with a total investment of approximately 10.7 billion USD.
