The People's Committee of Da Nang City has recently issued a plan to promote the application and development of blockchain technology in Da Nang City until 2030.
The objective of the Project is to establish a shared blockchain infrastructure for the city, named DNC-Chain, serving as a digital trust layer in the digital infrastructure architecture. It will be developed in an open manner, with the ability to integrate, expand, and interoperate. The project will gradually deploy appropriate blockchain applications according to priorities, conditions, and scope of authority to serve digital government, reliable data management, and the development of the data economy .
Developing human resources, the ecosystem, and the participation mechanisms of the private sector in a coordinated manner is crucial to ensuring the deployment, operation, and expansion of blockchain applications during the 2026-2030 period. This will contribute to improving the efficiency of state management, increasing the reliability of digital data, promoting innovation, and creating further impetus for the city's digital economic development.
On the DNC-Chain, Da Nang plans to deploy component applications linked to three main functional groups: verifying and authenticating data for state management; tracing and managing data chains for quality management, urban management, and data-driven economic development; and monitoring and supervising digital financial transactions and commercial activities within permitted scope.
According to the plan, DNC-Chain will be implemented in two phases.
The 2026-2027 phase will focus on building the DNC-Chain infrastructure, completing the foundational conditions, and deploying priority applications to verify the feasibility of the model.
The period 2028-2030 will focus on conditionally expanding data economy applications, digital services, and coordinating the deployment of models under a separate mechanism linked to the IFC facility in Da Nang and the sandbox according to a suitable roadmap.
The project outlines the development of 10 products, organized into four tiers, and follows a defined roadmap.
Layer 1 comprises two products with a relatively high level of readiness, clear practical solutions, more favorable data and integration conditions compared to the other groups, a designated lead agency, and the potential to generate practical results in the initial deployment phase. This group is prioritized for implementation first in the 2026-2027 period to verify the digital trust layer model on the DNC-Chain infrastructure.
Tier 2 comprises two products with clear practical needs, but requiring higher standards in terms of data, integration, specialized legal frameworks, and implementation. This group will not be implemented immediately in the initial phase, but will be organized and implemented during the 2028-2030 period when all necessary preparations are complete and the results of Tier 1 implementation have been evaluated. The deployment of these products must be cautious, appropriate in scope, and not exceed the city's capacity for management, integration, and control.
Layer 3 comprises three products serving the development of the data economy, digital services, and data mining models in the city's digital environment, to be implemented in the period 2028-2030, when the shared infrastructure, data mechanisms, integration conditions, and results of the previous layers have sufficient basis for expansion. The implementation will adhere to the principle of using blockchain to verify, authenticate, trace, and manage data transactions and digital service transactions; it will not be organized as a financial asset, will not form a public digital financial exchange, and will not operate like a public asset trading model.
Tier 4 comprises specialized models with digital finance elements, TSMH (Technological and Electronic Commerce), or digital transactions, implemented under specialized laws, sandbox mechanisms, or separate mechanisms linked to IFC. These are not a group of products shared by the city. The role of the Project is to receive, position, and coordinate at the local level; prepare the conditions for implementation; establish coordination mechanisms; support technical integration; and support monitoring, compliance, and risk management within the city's jurisdiction.
According to this plan, in all cases, DNC-Chain will only participate as a shared digital trust infrastructure, supporting verification, authentication, tracing, reconciliation, integration, and technical risk management when appropriate; it will not be the main trading platform and will not organize TSMH transactions on the city's shared blockchain infrastructure.
