At the ceremony, the Hue City Clemency Advisory Council announced the President 's Decision on the second phase of clemency in 2025 for 18 inmates currently serving prison sentences at detention centers in the city.
These are inmates who have met the required criteria and conditions, fulfilled their civil responsibilities, actively participated in learning and labor for rehabilitation, and have been classified as having fairly good or excellent conduct during their prison sentences.
In 2025, through two rounds of amnesty, the detention center recorded the largest number of pardoned prisoners ever, with 34 inmates. The majority of those pardoned returned to their residences, living stable lives and engaging in honest work; no cases of law violations have been detected in the locality. This is a recognition of the prisoners' good conduct and rehabilitation, a result of the process of educating and reforming them, and demonstrates the close cooperation between the detention center, relevant agencies, families, and society as a whole in implementing the Party and State's criminal policy.
