The delegation's first destination was the Tran Hung Dao Forest National Special Historical Site. This is a particularly significant historical location, marking the birth of the Vietnam Liberation Propaganda Team, the predecessor of the heroic Vietnam People's Army. In a solemn atmosphere, the delegation expressed their boundless gratitude to General Vo Nguyen Giap, a staunch revolutionary soldier, an outstanding and close disciple of President Ho Chi Minh; an exceptional military talent with many great contributions and outstanding achievements to the revolutionary cause of the Party and the nation.

Writing his impressions in the Golden Book of Remembrance, General Nguyen Trong Nghia affirmed: Before the sacred spirit of General Vo Nguyen Giap - the elder brother of the Vietnam People's Army, the Central Military Commission, the Ministry of National Defense , and all officers and soldiers of the entire army pledge to unite as one, to be absolutely loyal to the Fatherland, to the Party, the State, and the people, to remain steadfast in the revolutionary ideals and goals of the Party, and to resolutely achieve the goal of building a revolutionary, regular, elite, and modern army that will contribute to the country's strong development in the new era, steadily advancing towards socialism.

Visiting the Tran Hung Dao Forest National Special Historical Site, the delegation reviewed the nation's tradition of fighting invaders and defending the country, the glorious tradition of the heroic Vietnamese People's Army, the significance of the National Defense Day, and the great achievements in building a strong national defense system. The tranquil and sacred atmosphere of the Cao Bang mountains and forests further highlighted the profound significance of the historical events that took place here, reminding today's generations of officers and soldiers of their responsibility to preserve and promote the revolutionary tradition and the tradition of decisive victory of the Vietnamese People's Army.
Continuing their journey of gratitude, the delegation visited and presented gifts to beneficiaries of social policies in Tam Kim commune. There, General Nguyen Trong Nghia and the members of the delegation inquired about the health and living conditions of the families of those who rendered meritorious service to the revolution, and listened to their heartfelt stories.

On this occasion, on behalf of the Central Military Commission and the Ministry of National Defense, General Nguyen Trong Nghia presented 30 gifts to beneficiaries of social policies in Tam Kim commune. Although the gifts may not be substantial in material value, they embody the deep affection, responsibility, and concern of the Central Military Commission and the Ministry of National Defense for those who have dedicated and sacrificed themselves for the revolutionary cause of the Party, the nation, and the Army. General Nguyen Trong Nghia affirmed that the Central Military Commission and the Ministry of National Defense always pay special attention to the revolutionary homeland of Tam Kim in particular and Cao Bang in general, continuing to work alongside the local government to implement policies supporting the Army's rear areas. He emphasized that every step in socio-economic development must be linked to improving the quality of life for the people. He requested that the province continue to pay attention, allocate resources for investment, overcome the consequences of natural disasters, stabilize people's lives, and build a more prosperous, beautiful, and civilized homeland.

* Also on December 21st, General Nguyen Trong Nghia visited and worked with the leaders of Cao Bang province. During the meeting, reporting to General Nguyen Trong Nghia on the results of socio-economic development and ensuring national defense and security in the province over the past years, the leaders of Cao Bang province affirmed that the Party Committee, government, people of all ethnic groups, and armed forces of the province have implemented many comprehensive solutions, maximizing the potential and advantages of the locality, and consistently focusing on building and consolidating the national defense and security posture in conjunction with the people's security posture, closely combining national defense and security with economic development. In particular, the work of ensuring border security, internal political security, economic security, information and communication security, and security in ethnic and religious areas has been carried out effectively; Border defense work has been implemented comprehensively, crime prevention and control activities and maintaining social order and safety have been strengthened, and political security and social order have been maintained. In addition, relations between the governments, sectors, and people on both sides of the Vietnam-China border have been consolidated and developed.

Speaking at the meeting, General Nguyen Trong Nghia expressed his joy and congratulated the Party Committee, government, and people of Cao Bang province on the achievements they have made in recent times. He also requested that, in the coming period, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Cao Bang continue to promote a proactive and responsible spirit, closely adhering to practical realities to effectively implement socio-economic development tasks while strengthening national defense and security in the new phase.
General Nguyen Trong Nghia emphasized the need for the province to quickly address issues related to the Tran Hung Dao Forest National Special Historical Site, which is directly affected by natural disasters and landslides; proactively implement necessary technical measures to prevent damage and loss of the site; and urgently complete the dossier, report, and recommendations to competent authorities for fundamental and long-term solutions. The handling must ensure compliance with heritage laws while also meeting the urgent practical requirements, avoiding delays that could lead to serious consequences.

Furthermore, General Nguyen Trong Nghia suggested that the province focus on effectively implementing three major development programs: developing culture in conjunction with tourism; developing border trade; and developing sustainable forest economy. Specifically, cultural and tourism development needs a new mindset, effectively exploiting historical, cultural, spiritual, and ecological values, linked to the national strategy for cultural development and international integration orientation. Border trade development must go hand in hand with maintaining national defense and security and strengthening solidarity and friendship in the border region. Forest economy development needs to leverage the comprehensive value of forests, ensuring harmony between economic development, environmental protection, and responsibility to the community, the nation, and the international community.

In addition, General Nguyen Trong Nghia suggested that the province focus on implementing breakthroughs, prioritizing the development of high-quality human resources; boosting investment and improving infrastructure, especially strategic transportation infrastructure; promoting science, technology, and digital transformation, linked with improving telecommunications and internet infrastructure; and effectively implementing the digital literacy movement. Regarding national defense and security, General Nguyen Trong Nghia suggested that the province continue to build a long-term, stable, and friendly relationship along the border, closely linked to the task of socio-economic development and ensuring national defense and security; closely coordinate between forces in ensuring traditional and non-traditional security, especially in disaster and disease prevention and control, and firmly protecting the area.
