The purpose of the plan is to further promote decentralization and enhance the effectiveness and efficiency of government at all levels; to foster the initiative, creativity, and responsibility of each level and sector, especially the leaders, to effectively control state power, and to contribute to building a democratic, professional, modern, clean, effective, and efficient state administration that serves the people.
At the same time, the plan also aims to promote decentralization and delegation of power, while strengthening inspection, supervision, and control of the exercise of state power through Party regulations and state laws to improve the effectiveness and efficiency of state management in sectors, fields, and localities, meeting the requirements of administrative reform and promoting the initiative, responsibility, and creativity of cadres and civil servants, especially the responsibility of the heads of departments, agencies, and localities.
This also involves defining the responsibilities of agencies, units, and localities in each sector and field, linked to the ranking of the quality of agencies, units, and their leaders; and holding accountable the heads of agencies and units that fail to ensure the thorough implementation of decentralization, delegation of authority, and authorization.
In addition, the plan aims to raise awareness and responsibility among agencies, units, and localities in promoting thorough decentralization, delegation of power, and authorization; proactively researching and proposing priority and urgent areas to promote decentralization, creating a legal framework, promptly addressing practical issues, resolving institutional obstacles, and contributing to the socio-economic development of the province.
The People's Committee of Dak Lak province requires that the implementation of decentralization, delegation of authority, and authorization be linked to promoting administrative procedure reform, enhancing transparency and accountability, and ensuring improved effectiveness and efficiency in the implementation of laws by state administrative agencies; the decentralization of state management must ensure sufficient resources and necessary conditions for the effective implementation of the delegated tasks; and the decentralization of state management must be linked to promoting administrative reform, reform of administrative procedures, and the building and development of e-government and digital government.
The Department of Internal Affairs of Dak Lak province is assigned the task of being the lead agency responsible for monitoring and supervising the implementation of the plan; compiling and reporting to the Provincial People's Committee and the Chairman of the Provincial People's Committee on the results of implementation and any issues arising during the implementation process; and advising the Provincial People's Committee and the Chairman of the Provincial People's Committee on rewarding and disciplining agencies, units, heads, and officials under its management regarding the implementation of decentralization, delegation of authority, and authorization.
