Recognizing it as a crucial breakthrough in socio-economic development, Dam Ha district has implemented numerous solutions and programs to boost human resource development in both quantity and quality.
With the view that human resource development is a central, breakthrough task, both urgent and strategically important in the long term, Dam Ha district is promoting human resource development in conjunction with increasing the size and quality of the population; comprehensively reforming education and training... The District Party Committee issued Resolution No. 04-NQ/HU (dated January 7, 2021) on improving the quality of education and training, building a high-quality human resource pool by 2025, with a vision to 2030. This resolution identifies the goal of comprehensive human development, creating a workforce with high professional qualifications, good physical health and ethics, meeting the requirements of socio-economic development.
The district focuses on raising awareness among all levels, sectors, and the people about human resource development; strengthening state management and implementing specific solutions regarding capital sources, building mechanisms and policies to encourage human resource development... The district prioritizes investment in school infrastructure and equipment, continues to implement fundamental and comprehensive reforms in education and training; implements the Project "Developing education and training, improving human resources to meet the socio-economic development needs of Dam Ha district in the period 2021-2025, with orientation to 2030"; and reorganizes the school system to suit the scale, population density, and administrative units. From 2020 to the present, the district has reduced 3 schools and 4 school branches.
To date, 100% of schools have met national standards at level 1; of which 5 out of 27 schools have met national standards at level 2. The school network and scale are arranged appropriately, meeting both teaching and learning requirements while ensuring efficiency. The management and teaching staff receive regular training to meet teaching requirements, with 96.43% of management staff and teachers meeting or exceeding standards. The quality of mass education and advanced education remains stable and continues to develop. Literacy eradication and universal education are maintained: primary education universalization has reached level 3 standards; lower secondary education universalization has reached level 2 standards; and illiteracy eradication has reached level 2 standards.
The quality of civil servants and public employees in the political system from the district to the grassroots level has been gradually improved, with master's degree holders accounting for 5.5% (as of March 2023). Currently, 100% of civil servants and public employees at the district and commune levels have been standardized in terms of professional qualifications; 100% of leaders and managers at all levels have received training according to prescribed programs.
The district proactively identifies and trains leadership and management personnel at all levels; pays attention to building a team of ethnic minority cadres, female cadres, and young cadres; innovates and improves the effectiveness of cadre planning, rotation, training, and development... The appointment, reappointment, and nomination of candidates are carried out according to the prescribed steps; innovation in recruitment and selection of leaders, and organization of competitive examinations for leadership and management positions. From 2020 to the present, the district has transferred, rotated, appointed, and nominated 96 civil servants and public employees from agencies, departments, communes, and towns; reappointed 23 civil servants and public employees; reviewed, adjusted, and supplemented the planning of positions under the approval of the District Party Committee Standing Committee. The work of career guidance, vocational training, and job placement for laborers is given significant attention and meets market demands quite well. By the end of 2022, the percentage of trained laborers reached 85.5%. Over the past three years, the entire district has provided employment for more than 3,700 workers.
In this new phase of development, the quality of human resources needs to be further improved to meet the requirements of the Fourth Industrial Revolution and international integration. The district focuses on attracting high-quality human resources to work, especially in the fields of IT, healthcare, foreign languages, and tourism; providing career guidance for students from the lower secondary level; and linking vocational training with the needs of the labor market.
