The Vietnam Center for the Fourth Industrial Revolution (C4IR) marks a significant step forward in Vietnam's high-tech development strategy in general and Ho Chi Minh City in particular.

The importance of the "leading unit"

Vietnam's first C4IR (Continuing Industrial Park Information Center) has commenced operations at the Ho Chi Minh City High-Tech Park (SHTP), a significant milestone in promoting digital transformation, application, and development of new technologies. This is also the result of a collaboration between the Vietnamese government and the World Economic Forum (WEF) for the period 2023-2026, making it the second center in Southeast Asia after Malaysia and the 19th in the world.

C4IR, part of the WEF network, will host international events and conduct research on priority areas for Ho Chi Minh City. The center, with 10 founding members including prominent names such as the Vietnam National University Ho Chi Minh City, Viettel, Sovico, HDBank , etc., will contribute to promoting research cooperation, proposing policies, mobilizing resources, and transferring technology for the country, aiming towards a modern, innovative, and green economy.

“To make it easier to understand, let's take the example of 5G development in Ho Chi Minh City. C4IR members will contribute ideas and propose solutions and recommendations to the city on how to most effectively apply 5G. Then, network operators will work with the city to deploy 5G. The solutions and recommendations that C4IR puts forward are consistent with the long-term development of Ho Chi Minh City,” said Mr. Pham Phu Truong, Deputy Director of External Relations of C4IR.

According to Mr. Nguyen Huu Tuan, a founding member of C4IR, C4IR's action plan focuses on four core technologies: artificial intelligence, 5G networks, IoT, and enterprise management systems (MES, MOM, ERP) for application in businesses, aiming for industrial transformation. To measure how technology application helps businesses grow and develop sustainably, C4IR experts will build the SIRI index (Smart Industry Readiness Index) through cooperation with reputable digital transformation organizations worldwide . C4IR will coordinate to calculate the SIRI index in Ho Chi Minh City, and then propose that relevant ministries and agencies measure it nationwide.

C4IR Vietnam not only "guides" technology applications in the right direction but also participates in providing financial support. HDBank, a founding member of C4IR Vietnam, has committed to increasing funding and financial solutions for high-tech businesses, technology transformation and application projects, and providing special support for small and medium-sized enterprises in technology application and transformation, and startups.

AI Strategy Prioritization

One of C4IR's key activities is participating in international events. At the WEF 2025 annual conference held in January 2025 in Davos, Switzerland, members of C4IR Vietnam participated in their first international activities, clearly demonstrating the organization's role. At this event, CMC Technology Group, a member of C4IR Vietnam, organized the technology forum "AI-X Transformation for the Smart Era - Ho Chi Minh City: AI City," introducing C4IR Vietnam to international partners and highlighting opportunities for cooperation with Ho Chi Minh City in the fields of AI, smart manufacturing, and the development of an International Financial Center.

At the event, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan affirmed: "Ho Chi Minh City is not only the largest economic center in Vietnam but also the birthplace of many innovative initiatives. We believe that with over 10 years of AI research and development, along with the solid technological capabilities of the C.OpenAI ecosystem, CMC is a strategic partner that will help Ho Chi Minh City realize its ambition to become a global AI city.”

CMC Technology Group has undertaken strategic tasks at C4IR Vietnam in developing a project to apply AI in city governance, initially for healthcare and education, establishing an AI Center of Excellence, training 500 high-quality engineers in the fields of AI and semiconductors, and sending 5 international and domestic experts to participate in research and consulting on the implementation of AI projects.

Mr. Nguyen Trung Chinh, Chairman of CMC Technology Group, stated: "With the AI-X strategy, CMC is committed to bringing AI into all fields, from urban management and public services to manufacturing, business, and daily life, accompanying Ho Chi Minh City in its goal of becoming the world's first AI city."

As for Viettel, the corporation has signed a cooperation agreement with NVIDIA (a provider of AI solutions) and established a specialized AI unit to promote research, transfer, and application of AI technology. Viettel is committed to sharing these activities with Vietnam C4IR and working together to promote the application of AI in smart manufacturing in Ho Chi Minh City. Currently, many other members of C4IR Vietnam have already undertaken concrete activities.

In 2025, C4IR Vietnam will undertake numerous activities, such as coordinating with stakeholders, advising on policies and operational models for the International Finance Center; upgrading the technology exchange platform in the Southeast region; collaborating with the City's Digital Transformation Center and HUTECH to build a digital data warehouse on AI; supporting Viettel in developing a 5G strategy for Ho Chi Minh City, and piloting the application of 5G and IoT solutions in the High-Tech Park, Can Gio district, and Quang Trung Software Park… These activities will help the city create important strategies for technology development and application.

Ho Chi Minh City has set its development goals for 2030, with a vision for 2050, as modernization, automation, and the development of clean, environmentally friendly industries. To achieve this goal, the city has set key tasks including developing potential industries, encouraging the application of new technologies in key industries, supporting businesses in enhancing their capacity to participate in global value chains, and implementing digital transformation and green transformation... And C4IR is the place that "guides" technology into daily life.
