"Effective mass mobilization" in Quang Hung commune

Quang Hung commune currently has nearly 8,000 households with 1,656 Party members operating in 16 village Party branches. Over the years, the commune has implemented the "Skilled Mass Mobilization" emulation movement and the "Skilled Mass Mobilization 1+10" model in a comprehensive and systematic manner to promote the pioneering and exemplary role of Party members in mobilizing the people. This has significantly contributed to promoting socio-economic development and strengthening the grassroots political system.

Officers from the Quang Hung Commune Military Command visited households to encourage and educate young men of military age about fulfilling their military service obligations.

Deeply aware of the importance and role of mass mobilization work, right from the beginning of the term, the Quang Hung Commune Party Committee issued a specialized resolution on leading the "Skilled Mass Mobilization" emulation movement and established a Steering Committee for the movement, assigning specific tasks to each member in charge according to their field and area; focusing on building and replicating the "Skilled Mass Mobilization 1+10" model, whereby each Party member directly takes responsibility for, guides, and assists 10 households. With the motto "Decisive in action, prompt in implementation," the Commune Party Committee directed 100% of the Party branches to develop implementation plans suitable to the practical situation of each residential area. Party members assigned to oversee households demonstrated a high sense of responsibility, exemplary conduct, closeness to the people, regular contact, listening to their thoughts and aspirations, and guiding the people to effectively implement the Party's guidelines and policies, the State's laws and regulations, and various emulation movements and campaigns. This has created a high level of consensus among the people, arousing a spirit of self-awareness and responsibility in responding to the campaign "All people unite to build new rural areas and civilized urban areas".

One of the highlights in the village's mass mobilization efforts is the successful social mobilization for infrastructure development and rural beautification in Ha Cat village. Mr. Tran Van Gang, Party Secretary and Village Head, reported: Along with propaganda at Party branch meetings and activities, the village established teams to visit each household to conduct mass mobilization work; promoting the exemplary and responsible role of Party members in implementing village projects; ensuring transparency in all contributions and expenditures, thereby gaining the trust and support of the people. As a result, the village mobilized over 2.5 billion VND and many artifacts from the people to repair the provincial-level historical relic complex of Ha Cat village's communal house, pagoda, and shrine; and socialized the construction of a power line over 4km long. In 2025 alone, the village mobilized 31 households to donate over ^2,000m² of land to expand the road network. The people were mobilized to contribute hundreds of man-days of labor to planting and caring for trees and flowers along roads, conducting general cleaning of village roads and alleys, and creating a bright, green, clean, and beautiful landscape.

Along with Ha Cat village, from 2024 to the present, other villages in the commune have mobilized people to donate over 3,000 ^{square meters} of land, dismantle 900 meters of fences, and contribute more than 1,200 days of labor to expand roads and build and repair cultural facilities. According to Mr. Pham Van Chuc from Ha Cat village: "Thanks to the propaganda and mobilization efforts of the village and commune officials, my family donated over 220 square ^meters of land. Currently, the road has been widened to 7 meters, making travel very convenient for people, and the economy will certainly develop further."

To date, the "Effective Mass Mobilization 1+10" model has been implemented in all 16 village Party branches in Quang Hung commune, with 579 Party members directly responsible for 5,778 households. Through the guidance and connection of Party members, many households have boldly transformed their crop and livestock structures, applied scientific and technological advancements to production, and established cooperatives and businesses with high economic efficiency, contributing to reducing the commune's poverty rate to below 1%. The Hung Phat Aquaculture Cooperative in Quang Hung commune has 24 members, cultivating an area of ​​45 hectares. With local support, the cooperative has successfully bred many high-value aquatic species such as black carp, river eel, catfish, and giant freshwater prawn... and has become a link in value chain production. Each year, the cooperative produces between 100 and 160 tons of fish fry, generating revenue of 15-20 billion VND and creating jobs for many local workers. Throughout the production process, the cooperative actively shares experience, provides capital support, supplies fry, and guarantees product purchase, helping many farmers escape poverty and become wealthy.

A large number of people participated in training at the Quang Hung commune sports complex.

The "Effective Mass Mobilization" emulation movement has made a positive contribution to improving the quality and effectiveness of various aspects of social life in the locality: The "All People Unite to Build a Culturally Rich Life" movement has developed extensively, with 98% of families achieving cultural status and 100% of villages maintaining their cultural status; the irrigation system and canals in the fields have been renovated and reinforced; village cultural houses, sports facilities, schools, and health stations have been upgraded through socialized investment; environmental protection work has been implemented comprehensively and effectively; security and order have been maintained; and people's lives have improved steadily.

The experience in Quang Hung commune shows that when the exemplary role of Party members is promoted, and mass mobilization work is carried out correctly, focusing on the grassroots level, it will create consensus and effectively mobilize the people's strength. This is a crucial driving force for the locality to continue its sustainable development in the future.
