"Effective mass mobilization" in the new era

During his lifetime, President Ho Chi Minh once advised: "Poor mass mobilization leads to poor results in everything. Skillful mass mobilization leads to success in everything." Following this teaching, the armed forces of An Giang province have always considered mass mobilization work as one of their key political tasks.

An Giang province has a land border, mountains, forests, plains, and rivers. Many ethnic groups such as the Kinh, Khmer, Cham, and Hoa live together harmoniously within the province. In remote, mountainous, and border areas, the lives of some people remain difficult. In this context, consolidating the political foundation and developing socio-economic aspects in conjunction with national defense and security places increasingly high demands on the armed forces in carrying out mass mobilization work.

Colonel Huynh Van Khoi, Deputy Secretary of the Party Committee and Political Commissar of the Provincial Military Command, assessed that the provincial armed forces' mass mobilization work has seen many significant changes and widespread impact on society. Over the past five years, the provincial armed forces have built 96 "effective mass mobilization" models, with a total budget of over 780 billion VND, of which social mobilization accounts for more than 90%, along with many other good models and approaches. Typical examples include the "Military-Civilian Tet" model, the "Warm Spring Border Guard" model, the "Helping Children Go to School" model (children adopted by border guard posts), the "Accompanying Border Women" model, the "Zero-Cost Stall" model, and the "Zero-Cost Market" model. The provincial armed forces have also actively implemented the military's rear-area support policy, participating in the elimination of temporary and dilapidated houses, contributing over 12,000 man-days. These practical activities contribute to caring for the lives of the people and spreading the image of Uncle Ho's soldiers among ethnic and religious communities.

In response to new task requirements, the province implemented a two-tiered local government model. The local military organization underwent adjustments in terms of personnel, functions, and scope of operations. This presents both advantages and challenges in carrying out national defense, military, and mass mobilization tasks. Central Committee member, Provincial Party Secretary, and Secretary of the Provincial Military Party Committee Nguyen Tien Hai emphasized: “We must leverage the role of the provincial armed forces in participating in social welfare movements, programs, and mass mobilization, contributing to strengthening national unity; caring for the economic , cultural, and social development in remote areas and ethnic minority regions; and building a strong foundation of public support, especially in strategic, key, border, coastal, and ethnic minority areas.”

To effectively carry out mass mobilization work during the 2025-2030 term, the provincial armed forces have set forth many tasks and solutions, including continuing to thoroughly understand the Party's guidelines and policies, and the State's laws on mass mobilization work in the new situation. Lieutenant Colonel To Hai Phong - Political Commissar of the Defense Command of Zone 6 - Ngoc Chuc, Provincial Military Command, proposed continuing to innovate the content and methods of mass mobilization to suit the characteristics of each locality, especially key areas, border regions, and areas with a large ethnic minority population. Given that local military agencies are organized in a "lean, efficient, and strong" manner, and the area covers a wide geographical scope, officers and soldiers must demonstrate a high sense of responsibility, mobility, and creativity in implementing mass mobilization work. Clear assignment of responsibilities and the development of practical plans are key requirements to ensure sustainable effectiveness. "We need to focus on applying digital transformation, exploiting social media platforms and digital communication tools to disseminate policies, laws, and regulations; raise awareness and create consensus among the people," said Lieutenant Colonel To Hai Phong.

Entering a new phase, Colonel Huynh Van Khoi stated that with a sense of responsibility, officers and soldiers will continue to uphold revolutionary traditions, unite, be proactive and creative in mass mobilization work, contributing to building an increasingly strong local political foundation, meeting the requirements of the tasks in the new situation.
