
On April 22, the Ministry of Public Security announced that during an investigation into a fake milk production ring run by Rance Pharma and Hacofood Group, they seized 84 different types of powdered milk and over 26,000 cans of milk.
Currently, police have identified 12 powdered milk products whose quality standards for some key ingredients are below 70% of the declared levels, meaning they are counterfeit. The remaining 72 products are still under investigation.
Among the 12 typical counterfeit milk powder products are the food supplements COLOS IQ FOR MUM, COLOS IQ DIABETES, ARIFA A+ ProGold; and the infant formula KENMIL PREMIUM PEDIA GOAT, Kodo A+ Starter Colostrum 1...
According to Major General Hoang Anh Tuyen, spokesperson for the Ministry of Public Security, during this period, people are not using the 12 aforementioned milk products and 72 products that are currently under verification.
In connection with a large-scale fake milk powder production and distribution ring, the Investigation Police Department of the Ministry of Public Security (C01) has initiated legal proceedings against 8 defendants for investigation into the crimes of producing and trading counterfeit food products and violating accounting regulations causing serious consequences.
This counterfeit milk production and distribution ring operated from August 2021 when Hoang Manh Ha and Vu Manh Cuong noticed the increasing demand for domestically produced powdered milk. The two then pooled their capital to establish Rance Pharma and Hacofood Group, managing everything from production and business to distribution.
During the investigation, the two shareholders of Rance Pharma and Hacofood Group confessed that all information and nutritional content used in the production of powdered milk were not checked. The company almost never actually tested all the nutrients in the milk.
According to the allegations, the advertised ingredients included bird's nest extract, cordyceps, macadamia powder, and walnut powder, but these were not actually present. To deceive consumers, the group removed some of the raw materials and replaced them with other additives.
Counterfeit milk powders from Hacofood Group and Rance Pharma are distributed nationwide, primarily targeting people with diabetes, kidney failure, premature babies, and pregnant women. However, in reality, these products share the same ingredients, formula, and manufacturing process.
The defendants directed the addition or replacement of certain key ingredients, the addition of flavorings and additives in order to deceive consumers about the product's effectiveness.
The police determined that the powdered milk had quality indicators for some substances below 70% of the declared levels, which was sufficient grounds to classify it as counterfeit. The suspects involved in producing counterfeit milk in this case exploited regulations allowing businesses to self-declare the quality, content, nutritional composition, features, and effects of their products.
At the time of the arrest on April 11th, the suspected ring was producing 573 types of counterfeit milk powder for market distribution, generating nearly 500 billion VND in revenue. Police also determined that Rance Pharma and Hacofood companies kept their actual revenue tax declarations off the books, causing a loss of over 28 billion VND to the state budget.
During searches of 19 locations, including factories and offices, police seized 84 types of powdered milk products.
