After two years of Ho Chi Minh City implementing online enrollment for primary and secondary schools and applying GIS maps for student placement in grades 1 and 6, the Department of Education and Training will make adjustments for the 2025-2026 school year to better meet the needs and conditions of parents.

Over the past two school years, Ho Chi Minh City has implemented the enrollment process for primary and secondary schools in two phases. Phase 1 prioritizes enrollment for those currently residing in the city; Phase 2 is based on schools that have not yet enrolled enough students to meet their assigned quotas, and the enrollment steering committee decides to open this enrollment phase.

However, according to Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, the actual implementation shows that the process only considers the second phase after the first phase is completed and students are assigned to schools based on their residential area. This leads to parents worrying that their children will not have a place to study, so they register immediately in the first phase, which may not be suitable for their family circumstances and work schedules.

Therefore, this year the enrollment process will be conducted in a single phase, and parents can register their children for schools based on one of three criteria: current residence, the school where the student completed preschool (for grade 1 enrollment) or primary school (for grade 6 enrollment), or the parents' workplace. The decision on student selection and allocation to specific schools rests with the Thu Duc City and district/county enrollment steering committees. Students will be given the opportunity to study within their local area, and school allocation will be based on the actual conditions of the locality.

Parents and students are required to register on the Admissions Portal (tuyensinhdaucap.hcm.edu.vn) within the timeframe stipulated by the Department of Education and Training.

Based on student data in the system, the admissions committee implements zoning using GIS maps. In this process, priority is given to applicants in category 1 whose "current residence" is within the designated area.

Next, consider category 2: students who wish to study in an area outside their actual place of residence. Priority may be given to specific cases in each area, such as: parents working in industrial zones or agencies located within the area; students who have completed preschool or primary school in the area; students whose "current residence" (according to VNeID) is in areas bordering districts, counties, and Thu Duc City; students transferring from other provinces; and other special cases in each locality. The remaining cases, not included in the priority admission category, will be considered last, based on the remaining quotas of the schools and the decision of the admissions steering committee.

The head of the Ho Chi Minh City Department of Education and Training stated that this adjustment demonstrates flexibility, closely aligns with the practical implementation, and maximizes the fulfillment of parents' and students' needs and aspirations. At the same time, it aims to facilitate parents in dropping off and picking up their children and to create a pool of students for localities with a low number of students in the eligible age group...

For the 2025-2026 school year, the Ho Chi Minh City Department of Education and Training will adjust the enrollment process for the first grade to best meet the needs and better suit the conditions of parents.

IN WHICH CASES IS A COMPETENCE ASSESSMENT CONDUCTED FOR ADMISSION TO GRADE 6?

Admission to grade 6 at Tran Dai Nghia Secondary and High School and some other local secondary schools may be based on a combination of two criteria: academic and behavioral performance in primary school years and the results of a competency assessment survey. Local secondary schools must simultaneously meet two requirements: They must have exceeded their enrollment quota in recent years and be nominated by the People's Committee of Thu Duc City and the relevant districts/counties.

The remaining secondary schools conduct admissions based on academic and behavioral performance at the primary school level and use data from GIS maps for student allocation. The enrollment areas for these schools are decided by the People's Committee of Thu Duc City and the districts and counties based on the actual situation in each locality.

Grade 10 exam with enhanced application skills

Regarding 10th grade admissions, Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that this year's 10th grade entrance exam in Ho Chi Minh City will remain stable as in previous years. Students will register their preferences for 10th grade at public high schools around mid-April online at ts10.hcm.edu.vn.

Mr. Quoc stated that the 10th grade entrance exam will focus more on applying knowledge to solve practical problems, aiming to develop students' competencies. Accordingly, the distribution of knowledge levels in the exam across all three subjects, based on the 2018 General Education Program, has been adjusted, reducing the proportion of knowledge and comprehension and increasing the proportion of application (60% knowledge and comprehension and 40% application). This adjustment aims to assess students' ability to apply knowledge in practice, in line with the 2018 General Education Program.
