Prime Minister Pham Minh Chinh emphasized that the restructuring of the inspection system must prioritize the interests of the country and the people above all else.
On February 10th, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on "Reviewing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient," chaired the 11th meeting of the Steering Committee to discuss the plan for reorganizing the inspection agency system to be streamlined, strong, efficient, effective, and efficient.
According to the report presented at the meeting, over the past years, the Government Inspectorate and the inspection sector have closely followed the Party's guidelines and policies, the State's laws and regulations, and the leadership and direction of the Central Party Committee, the Politburo, the Secretariat, the Government, and the Prime Minister, completing a fairly comprehensive range of tasks, especially in inspection and the fight against corruption, waste, and negative practices.

However, the current inspection system is cumbersome, with many layers and multiple internal departments; its effectiveness and efficiency are not commensurate with the number of civil servants. Furthermore, the system's operations do not guarantee independence and objectivity in the performance of duties at the ministerial and departmental levels. Therefore, it is necessary to reorganize and restructure the inspection agencies within the inspection sector to be centralized, unified, and professional, aiming for a streamlined, efficient, and effective operation.
At the meeting, after discussion, the Steering Committee proposed organizing the inspection sector's apparatus to be centralized, unified, and streamlined under a single authority at two levels: central and local (provincial).
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the restructuring of the inspection system must prioritize the interests of the country and the people, ensuring the goal of reducing the number of agencies and personnel, and improving the effectiveness and efficiency of the inspection sector. At the same time, the restructuring must involve both continuity and innovation, with a centralized, unified, and streamlined organizational structure for the inspection sector at two levels...
Evaluating and selecting officials with integrity, vision, courage, and good political qualities to be appointed to the inspection apparatus is another important point the Prime Minister emphasized.
The head of government requested the Government Inspectorate, the Ministry of Interior, and relevant agencies to urgently finalize the proposal for submission to the Politburo and the Central Steering Committee for consideration; and to prepare for submission to the National Assembly after the Politburo has given its opinion.
