Overall, the way the meeting was organized reflects a consistent operational logic: to operate effectively, a stable system is essential; to make sound decisions, a competent leadership team is needed; and to create breakthroughs, it must start with people. Prioritizing the completion of high-level personnel appointments in the first few days not only helps the system get up and running quickly but also sends a clear message about the determination to act, avoiding the "policy lag" often seen during transition periods.
Personnel matters at the session were handled systematically, in accordance with Party regulations and State laws. From nomination and verification to election and approval, everything was conducted rigorously, transparently, ensuring democracy and achieving a high level of consensus. What is noteworthy is not only the result, but also the process itself – a scientific process, meticulously prepared, reflecting modern governance thinking, and valuing systemic and predictive approaches.

According to delegate Thai Quynh Mai Dung (Phu Tho), the personnel elected at the first session are expected not only to effectively utilize their managerial capabilities but also to possess innovative thinking and the ability to create breakthroughs in a short period of time. This expectation places higher demands on the leadership team: not only to "maintain stability" but also to "create momentum for development." In the context of increasingly fierce competition and growing demands for reform, the capacity for innovation, the courage to think outside the box, and the willingness to take risks become crucial criteria.
Analyzing this aspect, delegate Nguyen Thanh Cam (Dong Thap) emphasized that the personnel work was meticulously prepared and followed regulations, resulting in a high degree of concentration and consensus in the election of positions; at the same time, the meeting agenda was scientifically organized. Delegates suggested that the effective dates of some laws be considered earlier so that they could be implemented more quickly. One of the new aspects of this session was the short timeframe but the work was carried out very urgently, responsibly, and with focus, thus achieving high efficiency.
From a deeper perspective, delegate Nguyen Ngoc Son (Hai Phong) analyzed that the first phase of the first session of the 17th National Assembly created a very clear momentum right from the beginning of the term: urgency, seriousness, responsibility, and immediate action. This is very important, because for a term to be successful, it must first have a good start, be focused, and demonstrate high political determination.
"What impressed me was that the National Assembly not only carried out organizational and personnel matters within its authority but also demonstrated a spirit of stabilizing the apparatus to quickly move into a phase of action, creation, and effective supervision. The working atmosphere in the first session clearly showed the need to improve the quality of the National Assembly's operations right from the beginning of the new term," Representative Son shared.
Delegate Nguyen Ngoc Son also emphasized: The greatest value of the first phase is that it has laid the initial foundation in terms of organization, discipline, and trust!

This reshuffling of senior personnel aims not only to ensure continuity but also to address new development requirements: improving institutions, enhancing the investment and business environment, promoting digital transformation, and improving the quality of human resources. The selected personnel underwent a comprehensive evaluation of their qualities, capabilities, and reputation, enabling them to quickly adapt to their new roles. This is especially important in the context of increasingly demanding policy requirements and shorter response times.

Simultaneously, the session's agenda was scientifically structured, harmonizing personnel, legislative, and oversight matters. The flexible organization, avoiding overlaps, contributed to improved discussion quality, allowing delegates to focus on core issues. Notably, in its very first session, the National Assembly dedicated time to considering important draft laws such as the Law on the Capital City (amended), the Law on Notaries (amended), and the Law on Legal Aid… This demonstrates a clear direction: not only to stabilize the organization but also to simultaneously promote institutional improvement – a key factor for sustainable development.
Delegate Tran Van Khai (Ninh Binh) stated that the first phase of the first session of the 16th National Assembly was very successful in three aspects. Personnel matters were conducted rigorously, democratically, and according to procedures, achieving high consensus, thereby consolidating the state leadership apparatus for the new term; the National Assembly moved on to the legislative program and strategic issues for the 2026-2030 period, demonstrating a spirit of early and decisive action.
The discussions revealed a major direction: growth must rely more heavily on science, technology, innovation, digital transformation, and green transformation. This is a starting point, simultaneously strengthening confidence, building institutions, and paving the way for rapid, sustainable, modern development for the people.
