Conclusion 127-KL/TW on conducting research and proposing further restructuring of the political system's organizational apparatus, including the development of a plan to merge provinces, abolish district-level organizations, and continue merging commune-level administrative units, has been and continues to be closely followed by people nationwide.
It can be said that the reorganization of administrative units, along with the reorganization of the organizational structure to ensure it is lean, efficient, effective, and effective, is a focus of the Party and the State.
It must be emphasized that the reorganization of administrative units, including the merger of some provinces, is not a mechanical assembly but is based on very clear criteria aimed at creating space for development; maximizing the potential, opportunities, and competitive advantages of localities in accordance with current development conditions.
At the same time, it is important to promote the autonomy, self-reliance, and self-strength of local governments at all levels; especially to bring the government closer to the people, to be more responsive to their needs, to resolve people's issues more quickly and conveniently; and to bring greater happiness and prosperity to the people.

These days, through mainstream media, the public is beginning to witness many contributions from the people, management experts, and scientists expressing strong agreement and consensus with the Central Government's decisions, sharing lessons learned from previous administrative unit reorganizations. Of course, there are also concerns, especially regarding people's livelihoods, administrative procedures, paperwork, and policies. This is understandable.
Plans and policies related to the reorganization of administrative units, including the merger of some provinces, are being urgently implemented, ensuring adherence to the plan and timeline while also taking into account practical experiences to make timely adjustments and additions as needed.
Identifying distorted narratives
As is often the case whenever the country experiences major events, unofficial, irresponsible, and ill-intentioned information, along with distorted and subversive information, finds an opportunity to "showcase" itself.
On a smaller scale, social media accounts are filled with "lists" detailing the mergers of various provinces, even creating fake A4 documents with cut-up fronts and backs, formatted to look authentic, outlining merger plans and various "suggestions" that, at first glance, seem "100%" correct. Even more ill-intentioned is the use of place names as a source of amusement, accompanied by comments and gossip like, "Will our ancestors know the way back when our descendants pray here?" (!).
On a larger scale, they distort the policies on reorganizing the political system by deliberately "cutting and pasting" concepts to create doubt and misunderstanding of the Party and State's policies. They then exploit the merger of some provinces to create discourses that are essentially discriminatory based on region, locality, and religion, with the ultimate goal of undermining national unity and disrupting the connection between "the Party's will and the people's hearts," serving their ulterior motives and hoping to incite riots.
In particular, some reactionary forces are exploiting the process of resolving the entitlements and policies for officials and civil servants who will no longer be working in the future to distort the truth, claiming that this is a "waste of state budget" (!).
These arguments are nothing new. However, in the current context, with the development of science and technology reaching deep into every aspect of life, and social media spreading to individuals every hour and every minute, these arguments have taken advantage of the situation to infiltrate people's lives, exploiting the chaos to their advantage (such as profiting from land price fluctuations), leading to comments and shares, causing confusion and anxiety among the public, and affecting the normal operations of agencies, organizations, and businesses.
A beautiful and prosperous country, everywhere is like home.
It must be emphatically stated that the adjustment of administrative boundaries as well as the merger of provinces and cities must be considered based on many factors such as planning, socio- economic development conditions, national defense and security, cultural, historical, and ethnic characteristics of the locality... and must be carried out according to strict procedures and regulations stipulated by law.
The National Assembly is the competent body to decide on the merger of provinces and cities after a thorough and careful study. There is absolutely no need for social media to spread misinformation, causing public confusion and misunderstanding of major policies and decisions of the Party and the State.
This context demands that all citizens be extremely vigilant in distinguishing between authentic information and distorted, clickbait information. People need to proactively cultivate the habit of accessing information from official sources.
In particular, do not spread or share information from unreliable sources. Assisting in the dissemination of false information not only violates the law but also creates opportunities for hostile forces to exploit, distort, incite, and cause public panic, negatively impacting social life.
Each new stage of national development demands new spaces and new resources. This development aims to build new strength and momentum for localities and regions, thereby making the greatest possible contribution to national growth. The new era of the nation demands this even more. A beautiful and prosperous country, every place is home. All Vietnamese people surely share this common sentiment.
