Ms. To Thi Thanh Hang's general store in Phu Loi ward, Can Tho city, is always bustling with customers. The goods on the shelves are neatly arranged, making it convenient for customers to choose. Ms. Hang shared: "In 2018, my family ran a small general store with limited capital. I borrowed 50 million VND from the Social Policy Bank (NHCSXH) to import more goods. Using the capital for its intended purpose and repaying on time, my family was considered for a larger loan. In 2026, I received a 200 million VND loan to expand the store into a general store. On average, the store earns a profit of over 1 million VND per day."
Thanks to policy-based credit, Mr. Pham Hoai Bao, residing in Area 14, Phu Loi Ward, was able to open a car wash and detailing business at home. Mr. Bao shared: "In 2024, I borrowed 90 million VND from the Social Policy Bank to purchase car wash equipment. The model proved effective, so I was able to increase my loan to 200 million VND to invest in a car lift, vacuum cleaner, interior cleaning equipment, engine compartment cleaning equipment, and install a solar power system."
To date, Mr. Bao's establishment washes, cleans, and cares for various types of vehicles, from passenger cars and trucks to buses; combined with oil changes and beverage sales... Currently, from car washing and care services alone, he earns about 14-15 million VND per month, creating jobs for 2 local workers.
Thanks to preferential loans, many households have built effective production and business models, increasing their income. Typical examples include the family of Ms. Pham Tuyet Chinh in Area 23, Soc Trang Ward, Can Tho City, with their scrap metal trading business; the family of Ms. Chau Kim Lieu in Area 18, Phu Loi Ward, who runs a restaurant combined with laundry services; and the family of Mr. Ly Van Hieu in Area 24, Soc Trang Ward, who implements a model of cattle farming combined with rice and vegetable cultivation.
According to Ms. Quach Thanh Van, Director of the Soc Trang Branch of the Vietnam Bank for Social Policies (VBSP), the unit managing policy credit in the two wards of Phu Loi and Soc Trang; policy capital has been deployed to 100% of the area, with a total outstanding loan balance of over 465 billion VND, an increase of approximately 50 billion VND compared to the end of 2025. In particular, the loan program to support job creation, maintenance, and expansion is in high demand. From the beginning of 2026 to the present, the Soc Trang Branch of the VBSP, in coordination with local authorities, entrusted socio- political organizations, and savings and loan groups, has disbursed over 91 billion VND, contributing to job creation, maintenance, and expansion for more than 1,200 local workers.
Ms. Quach Thanh Van stated: "Currently, the demand for loans for production, business, and job creation among people in the area remains quite high. With preferential interest rates, convenient procedures, and policy-based capital, borrowers are encouraged to invest boldly and gradually develop their family economies. To bring capital closer to the people, the Soc Trang Branch of the Vietnam Bank for Social Policies maintains 8 fixed transaction points and manages 170 savings and loan groups. Monthly transactions at these locations help people easily access loans, receive disbursements, repay debts, deposit savings, and promptly report any issues related to policy-based credit programs."
In the coming period, the Soc Trang Branch of the Vietnam Bank for Social Policies will continue to advise local Party committees and authorities; coordinate with entrusted political and social organizations to improve the quality of entrusted activities, savings and loan groups, and the efficiency of transaction points. At the same time, it will strengthen propaganda and guidance for people to use capital for the right purposes; replicate effective production and business models, linking policy credit capital with the transfer of science and technology..., contributing positively to supporting people in developing production and business and increasing income.
