Based on a summary of 40 years of leadership and governance, the Party has drawn five valuable lessons ; affirmed five major guiding principles ; identified twelve major orientations; planned six key tasks and developed three strategic breakthroughs through a core action program with eight important contents, aiming to achieve an average GDP growth rate of 10% or more per year for the period 2026-2030; and an average GDP per capita of approximately US$8,500 per year , within the vision of 2030.
