The 15 years of implementing the Party Charter (2011-2025) have created breakthroughs in the leadership and activities of Party committees at all levels in the province. This is an important foundation for Party committees at all levels to effectively play their role as the political nucleus leading Party organizations, cadres, and Party members in carrying out their tasks. From there, they contribute to the overall achievements of Party building, making our Party increasingly developed, worthy of its leadership role, and loved and trusted by the people.
The Party Charter is the foundation and core.
The Binh Thuan Provincial Party Committee has 14 subordinate Party Committees with 695 grassroots Party organizations (including 235 grassroots Party committees and 460 grassroots Party branches), 2,148 Party branches directly under grassroots Party committees, and 42 Party branches directly under 15 subordinate Party committees of grassroots Party committees, with nearly 43,000 Party members.
Since 2011, the strict implementation of the Party Charter and its regulations and guidelines has been the foundation and core of the leadership, education , and training of cadres and Party members in Binh Thuan. Party organizations, cadres, and Party members have strictly implemented the provisions of the Party Charter, especially the principle of democratic centralism and the principles and regulations on the organization and operation of the Party. Party committees and organizations at all levels have increasingly gained a fuller and deeper understanding of the tasks of Party building in all areas: politics, ideology, organization, ethics, and have continued to innovate the Party's leadership methods in the current revolutionary period.
The above results are thanks to the Provincial Party Standing Committee and Party committees at all levels in the province promptly disseminating and concretizing the regulations and guidelines for implementing the Party Charter; regularly inspecting and supervising the implementation of the Party Charter by Party committees, Party organizations, and Party members within the Party organization. The vast majority of Party members in the Party organization have a high sense of awareness and responsibility in disseminating and implementing the Party Charter.
However, the implementation of the Party Charter from 2011 to the present still has certain limitations, which have been clearly recognized by the Binh Thuan Provincial Party Committee. These include the low results in applying and implementing Party directives and resolutions in some areas and fields, failing to meet the requirements of agencies and units; and the failure to promptly address practical difficulties in Party building. The observance of the Party Charter and its implementing guidelines by some Party committees and members has not been strict, leading to violations, especially violations of the principle of democratic centralism in Party activities, financial management, projects, land management, population policies, moral character, and lifestyle... but there has been a lack of timely inspection, supervision, and strict handling of violations of the Party Charter…
Besides objective reasons, there are also many subjective reasons for these limitations. These include limited capacity to concretize Party regulations, failing to closely adhere to practical realities. Some cadres and Party members, including key officials, have not upheld a high sense of responsibility, lacking exemplary self-cultivation and training, leading to disciplinary violations and criminal prosecution. Leaders and heads of some localities and units lack decisiveness in directing, supervising, inspecting, and promptly addressing issues. Furthermore, the implementing documents of the Party Charter, legal regulations, and other legal documents lack consistency and uniformity, resulting in continued difficulties and confusion in implementation.
Lessons learned
Looking back at the results of implementing the Party Charter over the past years, the Binh Thuan Provincial Party Committee has also drawn certain lessons learned. The key point is the consistent dissemination of the Party Charter and its implementing regulations and guidelines to all Party committees, organizations, cadres, and members. This is coupled with the dissemination and implementation of regulations, resolutions, directives, and conclusions issued by the Central Committee and higher levels during the term, enabling flexible and creative application in the practical leadership, guidance, and management of Party committees and the political system. This is a core issue that is decisive to the results of implementing the Party Charter. The implementation process must adhere to the Party's organizational and operational principles, emphasizing unity of will and action within the Party. Leaders at all levels must be exemplary, matching words with actions, upholding a high sense of responsibility, and actively leading and organizing implementation with high political determination and great effort, while also being persistent, open-minded, and attentive to feedback. Regular inspections, monitoring, preliminary and comprehensive reviews, along with evaluation of implementation results, are necessary. Attention should be paid to issues arising from practical experience to draw lessons and promptly propose recommendations to higher authorities for consideration and timely amendment or supplementation of regulations to serve the requirements of Party building in the new situation. In particular, Party building must be closely linked to building a strong government.
Carefully assessing the strengths and weaknesses in the implementation of the Party Charter from 2011 to the present, and drawing valuable lessons from this experience, will serve as the basis for the Binh Thuan Provincial Party Committee to continue carrying out its tasks in the coming period. Simultaneously, it will propose amendments and additions to the Central Committee, the Politburo, and the Secretariat in preparation for the new term's congress.
