A remarkable achievement in budget revenue collection.

During the period 2020-2025, state budget revenue collection in Hai Phong city and the former Hai Duong province continuously recorded impressive achievements.

During the period 2020-2025, state budget revenue collection in Hai Phong city and the former Hai Duong province continuously recorded impressive achievements. These outstanding results not only reflect the strong recovery and development of the local economy but also create significant momentum for the new Hai Phong city to become a bright spot, leading the country in growth.

Setting records repeatedly

In 2021, despite being heavily impacted by the COVID-19 pandemic, budget revenue collection in Hai Phong city still achieved an impressive figure of 95,600 billion VND, a 24% increase compared to the central government's forecast and a 13.3% increase compared to the same period of the previous year. Of this, revenue from import and export activities reached 57,800 billion VND, a 21.4% increase; and domestic revenue reached 36,600 billion VND, an increase of nearly 12%. In the former Hai Duong province, 2021 was also considered a "record year during the pandemic" with total budget revenue reaching 20,812 billion VND, exceeding the forecast by 60%. Of this, domestic revenue reached 18,404 billion VND, exceeding the target by nearly 68%.

From 2022 to 2024, Hai Phong maintained spectacular growth in budget revenue, consistently exceeding 100,000 billion VND each year. Specifically, in 2022, the city's budget revenue reached over 106,600 billion VND, ranking among the top 3 localities with the highest revenue nationwide. Of this, domestic revenue reached 38,368 billion VND (120.9% of the projected amount), and import-export revenue reached over 68,300 billion VND, far exceeding the assigned target. By 2024, the city's total budget revenue reached its highest level ever, at 118,255 billion VND. Of this, import-export revenue reached nearly 67,300 billion VND (a 16% increase compared to the same period), achieving 118% of the target. Domestic revenue reached 50,068 billion VND, ranking third nationwide after Ho Chi Minh City and Hanoi, equivalent to 133.2% of the central government's projected target.

The former Hai Duong province also recorded strong growth during the same period. In 2022, the province's total budget revenue reached nearly 20,100 billion VND, exceeding the forecast by 30%. Notably, in 2024, the province achieved a budget revenue of 30,774 billion VND for the first time, of which domestic revenue reached 26,154 billion VND, an increase of 36.1%; and revenue from import and export reached 4,371 billion VND, an increase of 46.1%.

Overall, for the period 2021-2025, Hai Phong's total budget revenue reached over 543,600 billion VND, increasing by an average of 7.06% per year, with domestic revenue increasing by 9.27% ​​per year. The former Hai Duong province recorded total revenue of 125,994 billion VND, increasing by an average of 13.3% per year; domestic revenue increased by 13.9% per year.

According to the Director of the Department of Finance, Nguyen Ngoc Tu, the outstanding revenue collection results are clear evidence of the sustainable economic development of the two localities before the merger. From this revenue, the two localities have the resources to invest heavily in socio-economic infrastructure, contributing to improving the quality of life for the people. This is also the driving force for the new Hai Phong city to achieve breakthroughs and growth in the next phase.

Motivation to break through

The 2020-2025 term of the Party Committee of Hai Phong city, as well as the former Hai Duong province, faced numerous challenges due to the complex and unpredictable global and domestic situation, especially the COVID-19 pandemic and Typhoon Yagi. Both Hai Phong and the former Hai Duong remained steadfast in identifying budget revenue as a key priority. The localities implemented a comprehensive set of solutions, including: improving the investment environment, facilitating business operations, increasing port infrastructure fees, recovering tax debts, combating revenue losses from petroleum and mineral resources, transfer pricing, and the use of illegal invoices.

A key factor contributing to Hai Phong's increased budget revenue is the National Assembly's issuance of resolutions on special financial mechanisms. In 2021, Resolution 35/2021/QH15 allowed Hai Phong to receive a bonus of 70% of the revenue exceeding the projected target from import and export activities. At the 9th session of the 15th National Assembly, Resolution 226/2025/QH15 was passed, replacing Resolution 35 and continuing to maintain the special financial and budgetary mechanism for the city. Accordingly, the central government will provide targeted supplementary funding to Hai Phong for 70% of the increased revenue from import and export, creating conditions for the city to invest in infrastructure, enhance competitiveness, and ensure social welfare.

According to the draft Political Report presented to the first Hai Phong City Party Congress for the 2025-2030 term, the city aims to achieve a budget revenue of 245,500 billion VND by 2030, including 122,000 billion VND from domestic sources. To realize this goal, the city has proposed a series of key solutions. Specifically, these include strengthening budget revenue and expenditure discipline, assigning appropriate tasks and revenue sharing ratios to local levels; effectively exploiting new revenue sources from land, resources, and public properties; and intensifying efforts to combat revenue losses, transfer pricing, and commercial fraud. The city will also comprehensively implement special mechanisms approved by the National Assembly, especially in the management of state finance and budget, mobilizing all legitimate resources for development investment, and removing bottlenecks to growth.

Recently, speaking at a working session of the National Assembly's Economic and Financial Committee with the city, Mr. Le Anh Quan, Permanent Vice Chairman of the City People's Committee, affirmed that the city is determined to exceed the budget revenue target of 165,000 billion VND in 2025, an increase of 11.9% compared to the central government's assigned estimate.

With impressive revenue collection results, the merged city of Hai Phong is affirming its role as the economic locomotive of the Northern region. This is not only proof of the outstanding efforts of the political system and the business community, but also a solid foundation for the city to make strong breakthroughs in the 2025-2030 period.

Following the merger, Hai Phong's revenue collection continued to achieve remarkable results. By the end of August 2025, the city had collected 131,252 billion VND, equivalent to 88.39% of the city's People's Council's projected target and a 28.52% increase compared to the same period in 2024. Of this, domestic revenue reached 100.4% of the central government's projected target and 90.2% of the targeted goal, an increase of nearly 40% compared to the same period.
