Looking back over the past 30 years of implementing population and family planning policies, Tay Ninh has achieved many important accomplishments. The birth rate and natural population growth rate have been stably controlled; the average life expectancy of the people has increased; and reproductive health care, prenatal and neonatal screening have been expanded to the grassroots level. However, in the new context, population work is shifting from focusing solely on family planning to improving the overall quality of the population.
According to Huynh Kim Tuan, Head of the Provincial Population and Family Planning Department: “The province is focusing on implementing comprehensive solutions in accordance with the spirit of Conclusion No. 149-KL/TW of the Politburo on continuing to implement Resolution No. 21-NQ/TW in the new situation; shifting the focus of population policy from family planning to population and development, aiming to improve the quality of the population in terms of physical, intellectual, spiritual and living environment.”
Accordingly, the province focuses on implementing prenatal and neonatal screening programs to detect congenital diseases and defects early; providing pre-marital counseling and reproductive health care for adolescents and young adults; and communicating about gender imbalance at birth and population aging. In addition, the province also emphasizes the application of digital transformation in population management, contributing to improved statistical efficiency, monitoring population changes, and serving policy planning.
Ms. Nguyen Thi My Duyen (32 years old, residing in Tam Vu commune) shared: “During my pregnancy, I received advice and participated in prenatal and newborn screening programs. At first, I was worried, but after thorough explanations, I understood that this was a way to protect my children's health. Now both babies are healthy and developing well, and I feel very reassured.”
Population and family planning work is not only related to scale but also profoundly impacts the structure and quality of human resources. When the quality of the population is improved, society will have a healthy, knowledgeable workforce, contributing to increased labor productivity and enhanced local competitiveness.

Besides maintaining a reasonable birth rate, Tay Ninh focuses on solutions to adapt to population aging, improve the health of the elderly, and reduce gender imbalance at birth. The ultimate goal is to form a rational population structure with high quality, meeting the requirements of industrialization and international integration.”
To make population policies effective

Propaganda and mobilization efforts continue to be intensified to raise community awareness of the role and significance of population work in the new era.
It is clear that investing in population and family planning does not yield immediate results but creates long-term and sustainable value. This is an investment in people – the most valuable resource of any nation. To achieve this goal, Tay Ninh continues to promote propaganda and mobilization efforts to raise community awareness of the role and significance of population and family planning in the new era. The network of population and family planning officials has been strengthened, along with a team of population, family, and child welfare collaborators covering all hamlets and neighborhoods, becoming a "bridge" to bring population and family planning policies to every household.
Inter-sectoral coordination between the health sector, education sector , and mass organizations has been strengthened. Effective models such as pre-marital counseling and health check-ups; community-based elderly care; and reproductive health care for adolescents and young adults are regularly maintained. In addition, many localities have integrated population policies into movements for building new rural areas and civilized urban areas, helping population policies to be implemented in a practical way.
Mr. Le Thanh Tung (residing in Ben Luc commune) stated: “I find that nowadays, population control propaganda is no longer as dry as before. Population control officers speak in a gentle, easy-to-understand manner, connecting it to real-life situations. As a result, people understand more about planned parenthood, healthcare, and building happy families.” It is precisely this change in awareness that has led to the province's population control work becoming increasingly in-depth, creating an important foundation for comprehensive development.
In the current development trend, investing in population and family planning is not a burden on the budget but an investment that yields long-term benefits. Tay Ninh is striving to implement this policy through appropriate strategies, aiming to build a high-quality workforce – a key factor in realizing the province's sustainable development goals. Each citizen, each family, and each community, by understanding and acting correctly regarding population and family planning, is contributing to the strength of their homeland's development.
