Looking back over 30 years of implementing the population policy - family planning, Tay Ninh has achieved many important achievements. The birth rate and natural population growth rate have been controlled stably; the average life expectancy of the people has increased; reproductive health care, prenatal and newborn screening have been expanded to the grassroots level. However, in the new context, population work has shifted from focusing on family planning to improving the quality of comprehensive population.

Head of the Provincial Population Department Huynh Kim Tuan said: "The province focuses on synchronously implementing solutions in the spirit of Conclusion No. 149-KL/TW of the Politburo on continuing to implement Resolution No. 21-NQ/TW in the new situation; shifting the focus of population policy from family planning to population and development, aiming to improve the quality of population in terms of physical, intellectual, spiritual and living environment."

Accordingly, the province focuses on implementing prenatal and newborn screening programs to detect early diseases and congenital defects; pre-marital counseling, reproductive health care for adolescents and young people; communication on gender imbalance at birth and population aging. In addition, the province also focuses on applying digital transformation in population management, contributing to improving the effectiveness of statistics, monitoring population fluctuations and serving policy making.

Ms. Nguyen Thi My Duyen (32 years old, living in Tam Vu commune) shared: “When I was pregnant, I was consulted and participated in the prenatal and newborn screening program. At first, I was worried, but after being explained carefully, I understood that this was a way to protect my children's health. Now both babies are healthy and developing well, I am very reassured.”

Population work is not only related to scale but also has a profound impact on the structure and quality of human resources. When the quality of population is improved, society will have a healthy, knowledgeable workforce, contributing to increased labor productivity and enhancing local competitiveness.

It can be seen that investment in population does not bring immediate results but creates long-term and sustainable value. It is an investment in people - the most valuable resource of every country. To achieve that goal, Tay Ninh continues to promote propaganda and mobilization to raise community awareness of the role and significance of population work in the new period. The network of population officials is strengthened along with a team of population, family and children collaborators covering all hamlets and neighborhoods and becoming a "bridge" to bring population policy to each household.

Inter-sectoral coordination between Health, Education and organizations has been strengthened. Effective models such as: pre-marital health consultation and examination; care for the elderly in the community; reproductive health care for adolescents and youth;... are maintained regularly. In addition, many localities have also integrated population content into movements to build new rural areas and civilized urban areas, helping population policies enter life in a practical way.

Mr. Le Thanh Tung (residing in Ben Luc commune) said: "I see that nowadays, population propaganda is no longer as dry as before. Population officers speak gently, easily understood, and related to real life. From there, people understand more about planned birth, health care and building happy families." It is from this change in perception that the province's population work is increasingly going into depth, creating an important foundation for comprehensive development.

In the current development trend, investment in population is not a burden on the budget but an investment that brings long-term benefits.
