At the conference, the representative of the Department of Construction presented the plan to adjust the general planning of Phu Quoc City, implemented in parallel with the establishment of zoning and detailed planning. The planning adjustment aims to fully update projects and works serving the APEC 2027 Conference, with the goal of ensuring completion and submission to competent authorities for approval before July 1, 2025.
According to Decision No. 1022/QD-UBND dated April 9, 2025 of the People's Committee of Kien Giang province, there are a total of 37 important areas in Phu Quoc city, of which 34 areas will be organized for zoning planning in the period 2025 - 2027.
Specifically, 22 zoning plans for APEC 2027 will be implemented in 2025, including projects such as investment in the construction of provincial road DT.975 (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973), urban embellishment of Duong Dong, An Thoi areas, APEC boulevard, East - West boulevard...
The remaining 12 zoning plans do not directly serve APEC 2027, of which 9 categories are prioritized for implementation in 2025, such as local adjustments to the planning of the old Phu Quoc airport area, Duong Dong 2 lake area, Duong Dong river landscape route, planning of the cultural and sports center in Duong To commune, the Vinh Dam commercial and service port urban area, Rach Tram, Hon Thom island, small islands south of An Thoi and Tho Chau island. The remaining three categories will be implemented in 2026 and continue to be completed in 2027.
The Department of Agriculture and Environment has also developed a detailed plan for land acquisition, compensation, resettlement support, site clearance, inventory, and conversion of forest use purposes. At the same time, the preparation of materials and minerals is also planned to serve the construction of works and projects. The Department of Construction is coordinating with the provincial specialized management boards and consulting units to urgently conduct surveys and prepare design documents.
It is expected that the design documents will be completed and approved from July 1, 2025, to promptly start construction when the site is available.

Chairman of Phu Quoc City People's Committee Tran Minh Khoa reported on the implementation of compensation and site clearance for power line projects in the area. Accordingly, the city has approved compensation plans for 104 households. The remaining 1 organization and 9 households have completed measurement and counting and are completing documents for appraisal. The city is directing specialized agencies and People's Committees of communes and wards where power lines pass through to carry out the next steps in accordance with the provisions of law.
Concluding the conference, Chairman Nguyen Thanh Nhan requested departments, branches, Phu Quoc City and related units to focus on completing procedures for investment preparation, compensation, site clearance, and organizing project construction on schedule, ensuring quality and efficiency. At the same time, Mr. Nguyen Thanh Nhan assigned the Department of Finance to advise the People's Committee of Kien Giang province to establish a Working Group to implement works and projects serving APEC 2027.
The working group will be headed by the Vice Chairman of the Kien Giang Provincial People's Committee, with the participation of relevant departments, branches, Phu Quoc City People's Committee and Phu Quoc Economic Zone Management Board. The working group functions as an inter-sectoral agency, providing consulting support, guiding implementation, providing professional opinions and handling problems arising during the project implementation process.
The Chairman of the People's Committee of Kien Giang province also directed departments and branches to urgently complete the investment policy report and create a list of projects calling for investment. Projects that have been approved to call for investment must promptly complete all procedures in accordance with regulations.
For public investment projects, it is necessary to complete procedures for submission to competent authorities and include them in the medium-term public investment plan for the period 2021 - 2025. Site preparation work must be accelerated, assigned to units to carry out field marking and hand over to units to make plans for compensation, land recovery and resettlement support.
Proactively reviewing and accelerating the progress of key projects is an important step, contributing to ensuring the success of the APEC Summit 2027 scheduled to be held in Phu Quoc City - one of the international events of special significance to Kien Giang province and the whole country.
