At the conference, representatives from the Department of Construction presented the plan to adjust the general planning of Phu Quoc City, to be implemented in parallel with the preparation of zoning plans and detailed plans. The planning adjustment aims to fully update the projects and works serving the APEC 2027 Conference, with the goal of ensuring completion and submission for approval by the competent authority before July 1, 2025.
According to Decision No. 1022/QD-UBND dated April 9, 2025, of the People's Committee of Kien Giang province, there are a total of 37 areas of significant importance in Phu Quoc City, of which 34 areas will have their zoning plans prepared during the period 2025-2027.
Specifically, 22 zoning plans serving APEC 2027 will be implemented in 2025, including projects such as the investment in the construction of provincial road DT.975 (section from DT.973 – Phu Quoc Airport – DT.975 – DT.973), urban renovation in Duong Dong and An Thoi areas, APEC Boulevard, East-West Boulevard, etc.
The remaining 12 zoning plans do not directly serve APEC 2027. Nine of these are prioritized for implementation in 2025, including local adjustments to the planning of the former Phu Quoc airport area, the Duong Dong 2 lake area, the Duong Dong river landscape route, the planning of a cultural and sports center in Duong To commune, the Vinh Dam port and commercial service urban area, Rach Tram, Hon Thom island, the small islands south of An Thoi, and Tho Chau island. The remaining three will be implemented in 2026 and completed in 2027.
The Department of Agriculture and Environment has also developed a detailed plan for land acquisition, compensation, resettlement support, site clearance, and forest inventory and land-use conversion. Simultaneously, plans are being made to prepare materials and minerals for the construction of projects. The Department of Construction, in coordination with the provincial specialized management boards and consulting units, is urgently carrying out surveys and preparing design documents.
The design documents are expected to be completed and approved by July 1, 2025, in order to allow for timely commencement of construction once the site is available.

Chairman of the Phu Quoc City People's Committee, Tran Minh Khoa, reported on the progress of compensation and land clearance for power line projects in the area. Accordingly, the city has approved compensation plans for 104 households. One organization and nine households have completed surveying and counting and are finalizing their documents for appraisal. The city is directing relevant agencies and the People's Committees of the communes and wards where the power lines pass through to carry out the next steps in accordance with the law.
Concluding the conference, Chairman Nguyen Thanh Nhan requested that departments, agencies, Phu Quoc City, and related units focus on completing investment preparation procedures, compensation, land clearance, and project construction according to schedule, ensuring quality and efficiency. At the same time, Mr. Nguyen Thanh Nhan assigned the Department of Finance to advise the Kien Giang Provincial People's Committee on establishing a working group to implement projects serving APEC 2027.
The working group will be headed by the Vice Chairman of the People's Committee of Kien Giang province, with the participation of relevant departments and agencies, the People's Committee of Phu Quoc city, and the Phu Quoc Economic Zone Management Board. The working group will function as an inter-agency body, providing advisory support, guidance on implementation, expert opinions, and resolving any issues arising during the project's execution.
The Chairman of the People's Committee of Kien Giang province also directed relevant departments and agencies to urgently complete investment policy reports and compile a list of projects to attract investment. Projects that have been approved for investment must quickly complete all procedures in accordance with regulations.
For public investment projects, it is necessary to complete the procedures for submission to competent authorities and include them in the medium-term public investment plan for the period 2021-2025. Land preparation must be accelerated, with investment units assigned to mark boundaries on the ground and hand them over to units responsible for compensation, land acquisition, and resettlement support.
Proactively reviewing and accelerating the progress of key projects is an important step, contributing to ensuring the success of the APEC 2027 Summit, expected to be held in Phu Quoc City – one of the international events of special significance for Kien Giang province and the whole country.
