(Chinhphu.vn) - After 90 days of implementing the campaign to enrich and clean up the national land database nationwide, 100% of provinces and cities have completed the synchronization of their land databases with the national database, creating conditions for real-time operation.

100% of provinces and cities have completed the synchronization of land databases.

In accordance with Resolution No. 57-NQ/TW of the Politburo , Resolution No. 214/NQ-CP of the Government, and Plan No. 515/KH-BCA-BNN&MT, the campaign was implemented with the spirit of "clear people, clear tasks, clear responsibilities, clear time, clear results," mobilizing the participation of the entire political system from the central to the grassroots level, especially the commune-level police force.

According to Mai Van Phan, Deputy Director of the Land Management Department, Ministry of Agriculture and Environment , the land database has been built through many stages, using various models and software, resulting in uneven data quality. Before the campaign was launched, the country had over 62 million land parcels with data in various formats, but only about 39% met the requirements of being "accurate - complete - clean - viable"; the majority lacked information, were duplicated, inaccurate, or had not been verified against the national population database.

Within a short timeframe, the workload was enormous: reviewing and classifying nearly 50 million land parcels in over 2,300 commune-level administrative units; collecting and digitizing millions of land use certificates; verifying land user information with the national population database; synchronizing data from local to central levels and connecting with national data systems.

The results exceeded the set targets. A total of over 61.7 million land parcels were reviewed, enriched, and cleaned, of which 24.3 million fully met the criteria of "correct - complete - clean - livable," ready for connection, sharing, and common use. Information on land users was verified for over 18.7 million parcels; the remainder are still being reviewed and adjusted.

Notably, 100% of provinces and cities have completed the synchronization of their land databases with the national database, with nearly 98% of all land parcels integrated. For the first time, land data nationwide has been centralized and unified, facilitating real-time operation.

Create a Unique Identifier

A key feature of the campaign is the connection and verification of land user information with the national population database. The Ministry of Agriculture and Environment, in coordination with the Ministry of Public Security, has developed regulations for a unique land parcel identification code. Creating this unique land parcel identification code will completely eliminate the previous problem of duplicate land parcels; it will be directly linked to the geographical location of the land parcel in the field, serving as a basis for integration with the national digital address platform; and each place name and location will be assigned a unique identification code.

During the process of enriching and cleaning land data, the number of land parcels for which Land Parcel Identification Codes have been established is nearly 70 million (including the total number of land parcels for which databases have been created, land parcels for which cadastral maps have been prepared, and land parcels for which cadastral surveys have been conducted).

With data cleaned up and operations running smoothly, many localities have proactively restructured processes, significantly reducing processing time and the number of paper documents. Several provinces such as An Giang, Dong Nai, Dong Thap, Hai Phong, and Dak Lak have implemented fully electronic processes for many procedures, shortening processing time by 30% or more compared to regulations.

The land database is connected to the Public Service Portal, tax authorities, secured transaction systems, etc., forming a closed, transparent process that reduces compliance costs for citizens and businesses.

Ensuring data safety and security must be given a high priority.

Based on the campaign's results, Deputy Director of the Land Management Department Mai Van Phan stated that the next phase requires maintaining, operating, and effectively utilizing the enriched and cleaned land database, considering this a regular and continuous task. The focus should be on immediately using the existing data to serve land management, sharing and connecting with various socio-economic sectors, and resolving administrative procedures for citizens and businesses.

Furthermore, it is essential to continue improving data according to the criteria of "accurate, complete, clean, and relevant," supplementing historical data, and ensuring a full reflection of the current state and history of land use. All land changes must be updated in real time; data quality needs to be monitored and automatically alerted to promptly detect and address discrepancies.

In parallel with maintaining existing data, ministries, sectors, and localities need to focus resources on surveying, mapping cadastral boundaries, and building land databases in areas with "blank" data and in disadvantaged regions; selecting appropriate investment options, combining public investment capital and public-private partnerships to ensure progress.

Completing a centralized, unified, and multi-purpose land information system also requires a unified national software platform, ensuring synchronization from the central to local levels; and simultaneously developing appropriate financial mechanisms for the exploitation and provision of land information services.

In particular, ensuring data safety and security must be given high priority, with a strict access control system, access monitoring, regular checks and drills, and protection of land data – one of the nation's most important digital assets.

To ensure the completion of a centralized, unified, synchronized, multi-purpose, and interconnected national land information system by 2026, close coordination is needed between the Ministry of Agriculture and Environment, the Ministry of Public Security, and other ministries, sectors, and localities. Prioritizing financial resources, supporting localities facing financial difficulties; perfecting the mechanism for collecting and paying fees for accessing the land information system; and allowing flexible application of resources for scientific and technological development and digital transformation are key conditions.

Furthermore, the responsibility of local authorities in selecting and uniformly using land management software throughout the province, and ensuring the progress and quality of land database construction, needs to be clearly defined and linked to the responsibility of the head of the local authority.

According to Mr. Mai Van Phan, the campaign affirms a consistent message: Land management in the new era must be based on unified, transparent, and effectively utilized digital data. When land data becomes the cornerstone of national governance, policy planning, law enforcement, and administrative procedure reform will be more effective, contributing to sustainable socio-economic development and the building of a modern digital government.
