| Comrade Tran Hoa Nam delivered a speech giving directions at the meeting. |
According to the provincial task force's report, to date, the province has completed the process of supplementing, completing, and transferring 44,441 land parcels from Group 2 (existing databases but requiring further refinement) to Group 1 (accurate, complete, clean, and viable) out of a total of 559,782 land parcels in Group 2; compiled lists for matching resident information for 219,586 cases; supplemented spatial data for 16,945 land parcels; supplemented unstructured data for 5,726 land parcels; updated databases for 956 land parcels that have been issued certificates but have not yet had databases created; and created and digitally signed electronic land registers for 437 parcels. However, a large amount of work remains. The province still has 511,339 land parcels in Group 2 that need further refinement to ensure the criteria of "accurate, complete, clean, and viable". 481,997 land parcels in group 3 have not yet had their land databases established. The workload spans 65 communes, wards, and special zones. Meanwhile, the time remaining for implementation, as directed by the Government, the Ministry of Agriculture and Environment, the Ministry of Public Security , and the Provincial People's Committee, is only about 7 months.

At the meeting, leaders of the People's Committees of communes and wards reported on the progress of implementing the land database construction work in their localities; members of the provincial-level Task Force exchanged and discussed solutions to quickly resolve some current difficulties such as: some localities have not fully transferred the land certificate issuance dossiers under the authority of the commune-level People's Committees to the Land Registration Office Branch for database updating; the collection and verification of population information is still slow; the implementation of procedures for selecting contractors, investing in technical infrastructure and building databases for areas without data is still facing difficulties due to the lack of complete guidance on the mechanism for applying direct contracting for digital transformation tasks according to the new regulations.

Concluding the meeting, Comrade Tran Hoa Nam emphasized that building a land database is a very important task; the results achieved in building the land database in the province are only the initial basic steps for further implementation. Comrade Tran Hoa Nam requested that agencies and units from the provincial to the commune level coordinate smoothly and effectively. He agreed with the contents proposed by the Department of Agriculture and Environment and requested that communes and wards focus on implementing three major groups of tasks: Raising awareness among the people to proactively provide land information; establishing technical teams to coordinate with the Provincial Land Registration Office Branch to handle errors in the data synchronization process; and coordinating with the consulting unit to conduct on-site measurements and urgently collect existing data that is not yet "correct - complete - clean - and valid" to transfer to the local Land Registration Office Branch for standardization.
In addition, Comrade Tran Hoa Nam requested the Department of Agriculture and Environment to develop a general plan for all communes and wards, unifying the implementation timeline, and regularly reporting to the provincial-level Task Force weekly and monthly. Based on the report results, the provincial-level Task Force will conduct on-site inspections, exchange information, and resolve any obstacles in the process of synchronizing land data databases in each locality. During the implementation process, members of the provincial-level Task Force, departments, agencies, and localities need to strictly adhere to the "6 clear" principles: Clear person, clear task, clear responsibility, clear time, clear product, and clear result; thereby accelerating the process of building the land data database and ensuring the progress set by the Government, the Ministry of Agriculture and Environment , the Ministry of Public Security, and the Provincial People's Committee.
