
According to the Ministry of Finance , aggregated data shows that the number of surplus land and buildings remaining after the streamlining of the administrative apparatus and reorganization of central ministries and agencies is still large. Therefore, the Ministry of Finance requests that central ministries and agencies urgently review all land and buildings under their management; clearly identify surplus land and buildings that are no longer needed for use, in order to promptly transfer them to local authorities for management or handle them in accordance with the law; and ensure that by December 31, 2025 at the latest, all land and buildings have approved plans for arrangement and handling, and have specific management entities.
Weekly reports on the arrangement and handling of surplus houses and land resulting from organizational restructuring and administrative unit reorganization must be submitted to the Ministry of Finance before 9:00 AM on Monday. The Ministry of Finance will then compile these reports and submit them to the competent authorities.
The Ministry of Finance also requested that ministries and central agencies strengthen management, inspection, supervision, and handling of violations in the process of allocating, arranging, and disposing of public offices and assets; and promptly report difficulties and obstacles so that they can receive guidance and be resolved within their authority.
As of December 1, 2025, a total of 17,496 properties have been processed, accounting for 65.89% of the total number requiring processing. Of these processed properties, 798 were allocated for healthcare purposes, 4,002 for education , 1,314 for cultural and sports purposes, and 7,952 for use as offices or operational facilities for administrative agencies and public service units. There are still 9,056 surplus properties that need to be processed in the future.
