From its early days to the present, the Party has always set forth the first and mandatory requirement that every Party member must participate in a Party organization; specifically, in a Party branch where the Party member works or lives. This task is clearly stipulated in the Party Charter. All Party members, whether holding the highest leadership position or newly admitted members, are members of a specific Party branch. This is a principle of the Party, and the Party branch is also the first " political school" for each Party member. One of the contents of the oath taken by Party members upon admission is to participate in Party activities (i.e., Party branch activities) and pay Party dues in full.
It is thanks to the effective implementation of this regulation that our Party has grown stronger, the entire Party is a unified bloc in will and action, and many major policies and decisions of the Party have been formed from the suggestions and initiatives of the Party branches.
However, in reality, Party branch activities in many places have revealed some problems. Some Party members have a mentality and mindset that downplays Party branch activities; the content of Party branch meetings is monotonous, and in some places, Party branch meetings are even turned into professional meetings. What is worrying is that the implementation of Party principles in some Party branches is not serious, especially the principles of democratic centralism, self-criticism and criticism, leading to the phenomenon where Party branch resolutions are not the product of collective intelligence but merely the opinions of a minority... And inevitably, in Party branches where such phenomena occur, the fighting spirit is lost, and Party integrity is diminished...
Directive 50 of the Party Central Committee clearly states the viewpoint: "The Party branch is the cell, the foundation of the Party, the political nucleus at the grassroots level..." and sets out 9 tasks and solutions to continue innovating and improving the quality of Party branch activities. This is an urgent requirement, of special importance in contributing to building a clean and strong Party, fulfilling its mission of leading the country to develop into a prosperous and thriving nation in the new era.
Party committees and every party member must have a correct, complete, and profound understanding of the meaning and importance of branch meetings, considering them a "political mandate" and the "most important meeting." Branch meetings must absolutely not be combined with other meetings; and it should be uniformly agreed throughout the Party that branch meetings will be held on the 3rd of each month (the exact date may change, but it must be held in the first week of the month).
Given its nature as the "most important meeting," the content and format of Party branch meetings are required to be reformed in a practical, effective manner, in accordance with regulations from higher levels. At the same time, they must be appropriate for each type of Party branch (Party branches in administrative agencies, Party branches in the armed forces, Party branches in public service units, Party branches in enterprises, Party branches in mass organizations, Party branches in villages/residential areas, etc.). Each year, Party branch meetings should include at least four thematic meetings (quarterly)...
Always uphold and strictly implement the Party's principles in branch activities, especially the principles of democratic centralism, self-criticism and criticism, solidarity, and fraternal love... Effectively implementing these principles is extremely important for enhancing the fighting capacity of the branch, and is also a very effective solution to prevent and stop manifestations of "self-evolution," "self-transformation," and the decline in political ideology, morality, and lifestyle of Party members at the grassroots level.
Innovating and improving the quality of Party branch activities must be closely linked to improving the quality of the branch secretaries and committee members. Branch secretaries and committee members should first and foremost be Party members with sufficient qualities, capabilities, prestige, and experience in Party work, truly serving as the core and center of unity within the branch.
The Secretariat also outlined tasks and solutions related to the leadership and guidance role of higher-level Party committees, such as criteria for evaluating and classifying Party branches; evaluating the implementation of the "four good Party branches" model; inspection and supervision by higher-level Party committees regarding the implementation of Party branch activities and routines; and the allocation of resources to support Party branch activities.
Implementing Directive 50 of the Party Central Committee is the responsibility and duty of every Party member and Party committee at all levels to contribute to building our Party into an increasingly clean, strong organization capable of shouldering its historical mission.
