The collective economic sector, with cooperatives as its core, is increasingly asserting its role in the socio-economic development of Dak Lak, especially in agriculture and rural development.

Identify the limitations

According to the Provincial Steering Committee for the Development of the Cooperative Economy, in 2025, the cooperative economic sector in the province will continue to maintain stable development, with many targets met and exceeded. The province will establish 80 new cooperatives, bringing the total to over 1,220, with approximately 183,000 members and 27,000 workers. Average revenue is expected to reach approximately 2.7 billion VND/cooperative/year; average profit is expected to reach 320 million VND/cooperative; and average member income is expected to reach approximately 68 million VND/year.

Not only has the number of cooperatives increased, but the quality of their operations has also gradually improved significantly. Many cooperatives have proactively transformed their production methods, boldly applied science and technology, and developed products that meet VietGAP and OCOP standards, thereby increasing the value of local agricultural products. However, the cooperative economic sector of the province is still facing many "bottlenecks" that need to be addressed.

According to Mr. Nguyen Danh Thang, Deputy Director of the Department of Finance, the biggest limitation currently is that the production scale of many cooperatives is still small and fragmented, their competitiveness is low, and they are not closely linked to market demand. While production-consumption linkages have been established, they are not truly sustainable. Many linkage models are spontaneous, lacking legal binding, leading to risks during implementation and reducing the effectiveness of cooperation between the parties. In addition, the lack of capital and difficulty accessing credit also directly affects the ability of cooperatives to expand production and business.

"The cooperative sector has a large workforce, diverse occupations, and makes a significant contribution to the socio-economic development of the province. For this sector to truly 'take off,' it requires the synchronized involvement of the entire political system, proactive innovation from the cooperatives themselves, and effective support from mechanisms and policies."

From an organizational perspective, Mr. Huynh Bai, Chairman of the Provincial Cooperative Union, stated that the quality of human resources remains a persistent weakness for many cooperatives. The management team is limited in professional qualifications, lacks market-based management skills, and has not kept pace with the demands of development in the new context. Even the Provincial Cooperative Union is facing difficulties in terms of specialized human resources, lacking a team of experts with sufficient capacity to provide systematic and effective advice and support to cooperatives. This partly affects the quality of support and the ability to disseminate successful cooperative models throughout the province.

These are the obstacles that prevent many policies from achieving the expected results.

Promoting development in a new phase.

Having clearly identified its limitations, Dak Lak province has oriented its cooperative economic development in the coming period towards dynamism, efficiency, and sustainability, linked with digital transformation and economic integration. By 2026, the province aims to establish 75 new cooperatives, bringing the total to approximately 1,325, with over 195,000 members. Average revenue is projected to reach 2.8 billion VND per cooperative per year; and the income of workers is expected to reach approximately 75 million VND per year.

To realize this goal, the Provincial Steering Committee for the Development of the Cooperative Economy has determined that it is necessary to continue improving the system of support mechanisms and policies, with a focus on developing a new resolution for the period 2026-2030 in accordance with the 2023 Cooperative Law. At the same time, it will strengthen the allocation of budget resources to support infrastructure development, capital, trade promotion, and the transfer of science and technology to cooperatives.

Training and improving the quality of human resources has been identified as a key solution. The province aims for at least 25% of cooperative management staff to have college or university degrees; at the same time, it will promote the application of high technology, striving to have approximately 210 agricultural cooperatives applying high technology to production.

Another important task is to promote value chain linkages, aiming for approximately 350 cooperatives to connect with businesses in production and product consumption. Simultaneously, the development and replication of exemplary, effectively operating cooperative models will be intensified to create a ripple effect and improve the overall quality of the cooperative economic sector.

At the macro level, the province also requested the central government to pay attention to allocating capital to support infrastructure development, especially rural transportation and processing facilities; and at the same time, to remove land-related obstacles so that cooperatives can easily implement investment projects and expand production scale.
