In Le Thuy commune, recognizing that building new rural areas is the foundation for poverty reduction and improving people's lives, the locality has focused on mobilizing all resources to promote production and effectively implement social welfare programs over the years. As a result, the locality has not only completed the criteria for new rural areas but also achieved many positive results in sustainable poverty reduction.
Mr. Le Van Tan, Vice Chairman of the People's Committee of Le Thuy commune, said: Implementing the New Rural Development program, the commune has comprehensively completed and exceeded the social welfare targets for Group I communes in the 2026-2030 period. Indicators reflecting the quality of life of the people, such as housing, clean water, and access to basic social services, have all reached high levels. Notably, the multidimensional poverty rate of the commune is only 1.73%, lower than the 2% requirement for Group I communes. This is clear evidence of the effectiveness of integrating economic development programs, livelihood support, and poverty reduction into the New Rural Development program.
In addition, 100% of households have solid housing, and 98.64% of households have access to clean water that meets standards, with the centralized water supply system continuing to be invested in and upgraded towards modernization. Building on these achievements, in the coming time, the commune will continue to focus on developing livelihoods, enhancing the self-reliance of the people, and striving to reduce the multidimensional poverty rate to 1% - 1.5% according to the province's target.

Despite being a locality facing many difficulties, in recent years, by leveraging its internal resources and the consensus of the people in building new rural areas, Trung Thuan commune has achieved many positive results, thereby contributing effectively to the goal of sustainable poverty reduction.
Mr. Mai Xuan Anh Huyen, Vice Chairman of the People's Committee of Trung Thuan commune, said: To implement the criteria for building new rural areas, the locality has focused on promoting production development and supporting people in changing the structure of crops and livestock to suit local conditions. Simultaneously, the locality has effectively integrated poverty reduction programs and projects, creating jobs and increasing people's income. As a result, the multidimensional poverty rate of the commune is now 7.56%, meeting the requirements for a Group III commune (not exceeding 13%). In addition, social security policies have been fully and promptly implemented, ensuring that people in difficult circumstances have access to basic social services.
Besides supporting livelihoods, creating jobs, and increasing people's income, the locality also focuses on investing in infrastructure, improving the quality of education , healthcare, and cultural life. The achievements not only contribute to fulfilling the criteria for New Rural Development but also create a solid foundation for the commune to continue effectively implementing sustainable poverty reduction, ensuring social security, and improving the quality of life for its people in the future.
Mr. Nguyen Quoc Tuan, Deputy Head of the New Rural Development Coordination Office and Deputy Head of the Department of Cooperative Economics and Rural Development, assessed: In recent years, the implementation of the New Rural Development program in localities has not only changed the face of rural areas but also become an important lever for achieving the goal of sustainable poverty reduction. Through the implementation of criteria, sustainable poverty reduction is implemented in a multi-dimensional approach, shifting from direct support to conditional support linked to livelihood development and enhancing the self-reliance of the people.
Poverty reduction policies are integrated with infrastructure investment, vocational training, and job creation, contributing to improved income and access to basic social services for poor and near-poor households, especially in particularly difficult areas, ethnic minority regions, and mountainous areas. The results of poverty reduction are gradually being consolidated in a sustainable manner, limiting the recurrence of poverty.
Thanks to the successful implementation of the criteria, the material and spiritual lives of the people continue to improve. Essential infrastructure and socio-cultural institutions are gradually being perfected. In ethnic minority and mountainous areas, many essential infrastructure projects have been invested in and upgraded, meeting the production and living needs of the people. Production and livestock farming models have proven effective, contributing to a reduction in the poverty rate by over 8% annually. Alongside this, environmental protection and security have been strengthened, creating a stable social foundation for simultaneously achieving the goals of building new rural areas and sustainable poverty reduction in the next phase.
