According to the conclusion of the Director of the Quality Management Department - Ministry of Education and Training, if the task of preparing high school graduation exam questions is delegated to local authorities, the Ministry of Education and Training will still be held responsible if the local authorities make mistakes.
Recently, several localities, including Ho Chi Minh City, have petitioned the Ministry of Education and Training to grant them special mechanisms for implementing the 2018 general education program. Ho Chi Minh City, in particular, proposed taking full responsibility for all aspects of organizing the high school graduation exam and awarding the certificate of graduation in the locality. The exam questions would be developed by the Department of Education and Training itself, in accordance with the regulations on examinations, ensuring they adhere to the structure and format of the exam questions issued by the Ministry of Education and Training.
Ho Chi Minh City's proposal has been supported by many education experts because it aligns with the current Education Law. According to the regulations, students who complete the high school program and meet the requirements are eligible to take the exam, and those who pass will be awarded a diploma. The flexibility of this regulation lies in the fact that it doesn't specify whether the exam should be implemented at the national or provincial level, allowing the Ministry of Education and Training to delegate the organization to local authorities.
However, according to the current regulations for the high school graduation exam, the provincial People's Committee is fully responsible for directing and organizing the graduation exam at the local level, but the exam questions and schedule are overseen and standardized nationwide by the Ministry of Education and Training.
