2025 High School Graduation Exam

In 2025, the first cohort of students studying the 2018 high school curriculum will take the high school graduation exam.

The learning methods and content of the 2018 General Education Program are significantly different, therefore the examination methods will also undergo many changes.

Regarding the plan for organizing the high school graduation exam from 2025, Mr. Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training , said that the exam will be organized by subject.

The 2025 high school graduation exam focuses on assessing content-based competencies within the curriculum (Figure 1).

The 11 subjects include: Literature, Mathematics, Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Informatics, and Technology (actually 17 subjects because the Foreign Language subject comprises 6 subjects corresponding to different languages). Some subjects are compulsory and some are elective.

The exam content will closely adhere to the objectives of the 2018 General Education Program, primarily focusing on the 12th grade curriculum. The exam questions will be designed to enhance competency assessment, in line with the regulations and implementation roadmap of the 2018 General Education Program.

Regarding the exam format, Literature will be essay-based; the remaining subjects will be multiple-choice. The question bank and exam papers for all subjects are designed to focus on assessing competence.

Mr. Chuong said that the Ministry of Education and Training plans to focus the exam on June. "We're trying to hold it around the end of June, approximately between June 20th and 30th," Mr. Chuong said.

Regarding the method of recognizing graduation, to assess teaching and learning capacity, Mr. Chuong said that it will still combine the results of process assessment and the graduation exam results. "This is one of the areas that needs further research. Currently, the ratio is 70-30; we will research whether the ratio could be 50-50 or if there is a better way," Mr. Chuong shared.

Regarding the implementation roadmap, the Director of the Quality Management Department stated that during the period 2025-2030, the high school graduation exam will continue to maintain the paper-based testing method; while simultaneously strengthening the effective application of information technology and gradually piloting computer-based testing for multiple-choice subjects in localities with sufficient conditions (a combination of paper-based and computer-based testing may be possible).
