Proposal to invest in Bac Kan - Cao Bang expressway in the period 2026-2030
The Bac Kan - Cao Bang expressway investment project is 90 km long, of which the section through Cao Bang is 30 km long with the basic route following the existing National Highway 3.

The People's Committee of Cao Bang province has just proposed that the Ministry of Transport include the Bac Kan - Cao Bang Expressway Project in the list of public investment projects of this ministry in the period of 2026 - 2030, and at the same time act as the managing agency to implement the project.
According to the Road Network Planning for the period 2021-2023, with a vision to 2050, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT07) is a radial expressway connecting Cao Bang City, Bac Kan City with the capital Hanoi.
The CT07 route has been invested and put into use from Hanoi to Cho Moi district, Bac Kan province. The Ministry of Transport is implementing investment procedures for the route from Cho Moi to Bac Kan city in 2024 - 2026 and the Bac Kan - Cao Bang expressway will be invested after 2030.
Currently, the Ministry of Transport is adjusting the Road Network Planning for the period 2021-2030, with a vision to 2050, for the Bac Kan - Cao Bang Expressway section, the adjustment is expected to be implemented in the period before 2030 (2026-2030). On the other hand, the Bac Kan - Cao Bang Expressway Project is also consistent with the Planning of the Northern Midlands and Mountains for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 369/QD-TTg dated May 4, 2024, with the implementation period in the period 2021-2030.
Thus, the investment in the Bac Kan - Cao Bang Expressway Project in the period of 2026-2030 is completely consistent with relevant planning.
Cao Bang Provincial People's Committee said that the locality is implementing a medium-term public investment plan for the period 2026 - 2030, but because the province's infrastructure investment needs are still very large, while the central budget resources expected to be allocated according to the principles, criteria, and norms of the Central Government for the province are very low, the ability to mobilize capital for the project is very difficult.
Therefore, the People's Committee of Cao Bang province proposed that the Ministry of Transport assume the role of managing and arranging investment capital for the Bac Kan - Cao Bang Expressway Project.
Previously, the Chairman of the People's Committee of Bac Kan province also sent a document to the Prime Minister proposing investment in the Bac Kan - Cao Bang Expressway Project.
Accordingly, the People's Committee of Bac Kan province proposed that the Prime Minister consider and assign the Ministry of Transport to include the Bac Kan - Cao Bang Expressway Project in the list of projects expected to be invested by this ministry in the period of 2026 - 2030, and at the same time act as the competent agency to implement the project.
“During the implementation process, the People's Committee of Bac Kan province will proactively coordinate with the Ministry of Transport to provide documents on investment preparation for the project that has been implemented,” the leader of the People's Committee of Bac Kan province committed.
The Bac Kan – Cao Bang Expressway Project is an important road infrastructure project, connecting the border gate of Cao Bang province and Hanoi (reducing about 50 km compared to the current route in the direction of Cao Bang – Lang Son – Bac Giang – Bac Ninh – Hanoi); reducing travel time and costs to border gates in the Northeast region (Tra Linh border gate, Ta Lung border gate, etc.).
After completion, the Project will combine with the invested expressways such as: CT.05, CT.09 and the expressways being invested such as: CT.10, CT.15, contributing to the completion of the expressway traffic system in the Northern region, contributing to the socio-economic development of the region in general and Bac Kan province in particular.
