Proposal to invest in the Bac Kan – Cao Bang expressway in the period 2026-2030
The Bac Kan – Cao Bang expressway investment project has a length of 90 km, of which the section through Cao Bang is 30 km long, with the basic route following the existing National Highway 3.

The People's Committee of Cao Bang province has just requested the Ministry of Transport to include the Bac Kan - Cao Bang expressway project in the list of public investment projects of the ministry in the period 2026 - 2030, and to be the managing agency for the project's implementation.
According to the Road Network Planning for the period 2021-2023, with a vision to 2050, the Hanoi – Thai Nguyen – Bac Kan – Cao Bang expressway (CT07) is a radial expressway connecting Cao Bang City and Bac Kan City with the capital city of Hanoi.
The CT07 route has been invested in and put into operation for the section from Hanoi to Cho Moi district, Bac Kan province. The Ministry of Transport is currently implementing investment procedures for the section from Cho Moi to Bac Kan city in 2024-2026, and the Bac Kan - Cao Bang expressway will be invested in after 2030.
Currently, the Bac Kan – Cao Bang Expressway Project is undergoing adjustments to the Road Network Planning for the period 2021-2030, with a vision to 2050, by the Ministry of Transport. Specifically, the Bac Kan – Cao Bang expressway section is expected to be adjusted and implemented before 2030 (during the period 2026-2030). Furthermore, the Bac Kan – Cao Bang Expressway Project is consistent with the Northern Midlands and Mountainous Region Planning for the period 2021-2030, with a vision to 2050, which was approved by the Prime Minister in Decision No. 369/QD-TTg dated May 4, 2024, and includes implementation within the period 2021-2030.
Therefore, investing in the Bac Kan – Cao Bang expressway project during the 2026-2030 period is entirely consistent with relevant planning.
The People's Committee of Cao Bang province stated that the locality is currently developing a medium-term public investment plan for the period 2026-2030. However, due to the province's very large infrastructure investment needs, while the central government's budget resources allocated to the province according to the central government's principles, criteria, and norms are very low, the ability to mobilize capital for the project is very difficult.
Therefore, the People's Committee of Cao Bang province requests the Ministry of Transport to assume the role of managing authority and allocate investment capital for the Bac Kan - Cao Bang expressway project.
Previously, the Chairman of the People's Committee of Bac Kan province had also sent a document to the Prime Minister proposing investment in the Bac Kan - Cao Bang expressway project.
Accordingly, the People's Committee of Bac Kan province requested the Prime Minister to consider assigning the Ministry of Transport to include the Bac Kan - Cao Bang expressway project in the list of projects planned for investment by the Ministry in the period 2026 - 2030, and to act as the managing agency for the implementation of the project.
"During the implementation process, the People's Committee of Bac Kan province will proactively coordinate with the Ministry of Transport to provide the investment preparation documents for the project that have been completed," the leader of the People's Committee of Bac Kan province pledged.
The Bac Kan – Cao Bang expressway project is an important road infrastructure project, connecting the Cao Bang border gate with Hanoi (reducing the distance by approximately 50 km compared to the current route via Cao Bang – Lang Son – Bac Giang – Bac Ninh – Hanoi); reducing travel time and costs to border gates in the Northeast region (Tra Linh border gate, Ta Lung border gate, etc.).
Upon completion, the project will integrate with already invested expressways such as CT.05 and CT.09, and expressways currently under investment such as CT.10 and CT.15, contributing to the completion of the expressway system in the northern region, and contributing to the socio-economic development of the region in general and Bac Kan province in particular.
