The proposal aims to create opportunities for workers to take their children to school on the first day of the school year, combined with solutions to improve labor productivity in order to achieve double-digit growth targets.
Major proposals submitted to the 14th Congress of the Vietnam Trade Union
The proposal to increase the number of public holidays is one of five major issues compiled from tens of thousands of opinions from workers, civil servants, and laborers nationwide, submitted to the Party and State leaders at the solemn session of the 14th Congress of the Vietnam Trade Union held this morning (June 4th). Previously, at the 13th Congress, the Vietnam General Confederation of Labor also put forward this proposal.
Along with increasing the number of holidays for September 2nd, the Vietnam General Confederation of Labor also presented other important proposals at the congress, including:
- Businesses have an obligation to arrange paid time off for employees to study the policies and laws of the Party and the State (this can be linked to Vietnam Law Day on November 9th every year).
- Recommendations on the work of building the Party, the government, and the working class.
- Creating sustainable jobs, ensuring wages, and guaranteeing social security and welfare for workers.
- Implementing and ensuring compliance with policies and laws.
Current regulations regarding the number of public holidays and Tet (Lunar New Year) holidays.
According to the current Labor Code, employees are entitled to 11 days of paid leave for public holidays, including:
- New Year's Day: 1 day (January 1st).
- Lunar New Year: 5 days.
- Victory Day: 1 day (April 30th).
- International Labor Day : 1 day (May 1st).
- National Day: 2 days (September 2nd and one day immediately before or after).
- Hung Vuong Ancestor Commemoration Day

With the institutionalization of Vietnam Culture Day on November 24th, civil servants, public employees, and workers will have an additional day off, bringing the total number of days off in 2026 to 12 days.
National Day holiday schedule for 2026
According to the announcement from the Minister of Home Affairs regarding the National Day holiday schedule for 2026:
- Civil servants and public employees are entitled to two days off as per regulations, namely September 1st and September 2nd.
- Swap Monday (August 31st) as the working day to Saturday (August 22nd), the weekly day off.
Thus, including weekends and public holidays, civil servants will have 5 consecutive days off during this period. If the proposal from the Vietnam General Confederation of Labor to add 2 more days off is considered, the number of official public holidays for National Day will be increased from 2 days to 4 days.
