Proposed standards for awarding honorary titles.

This proposal is included in the draft Circular guiding the implementation of emulation and reward work of the Ministry of Interior .

The title "National Emulation Fighter"

Specifically, according to the draft Circular, the title "National Emulation Soldier" will be awarded to officials, civil servants, employees, and workers of units and organizations under and directly affiliated with the Ministry of Interior who meet the following standards:

a) Having outstanding achievements and being selected from among individuals who have been awarded the title of "Outstanding Emulation Fighter" at the ministerial, sectoral, or provincial level twice in a row;

b) Having initiatives or scientific topics or projects, scientific and technological works, specifically:

- The initiative has been implemented effectively and has the potential to be replicated nationwide, and has been recognized by the heads of ministries, departments, and provinces.

- Scientific research topics, scientific projects, and scientific and technological works that have been successfully completed and effectively applied, with a nationwide impact, and confirmed by the head of the ministry, department, or province.

The nomination for the "National Emulation Soldier" title was submitted in the year the individual received the "Ministerial-level Emulation Soldier" title for the second time.

The title "Outstanding Emulation Soldier at the Ministerial Level"

The title "Outstanding Emulation Soldier at the Ministerial Level" is awarded to officials, civil servants, employees, and workers of units and organizations under and directly affiliated with the Ministry of Interior who meet the following standards:

a) Having outstanding achievements, selected from among individuals who have been awarded the title of "Outstanding Emulation Soldier at the grassroots level" for three consecutive years.

b) Having initiatives or scientific topics or projects, scientific and technological works, specifically:

- The initiative has been effectively implemented and has the potential to be replicated within ministries, departments, and provinces, and has been recognized by the heads of those ministries, departments, and provinces.

- Scientific research topics, scientific projects, and scientific and technological works that have been successfully completed and effectively applied, have an impact within the scope of the ministry, department, agency, or province, and have been confirmed by the head of the ministry, department, agency, or province.

The time for considering the awarding of the title "Outstanding Emulation Soldier at the Ministerial Level" is the year the recipient has received the title "Outstanding Emulation Soldier at the Grassroots Level" for the third time.

The title "Outstanding Emulation Soldier at the grassroots level"

The title "Outstanding Emulation Soldier at the Grassroots Level" is awarded annually to officials, civil servants, employees, and workers of units and organizations under and directly affiliated with the Ministry of Interior who meet the following standards:

a) Meet the criteria for the title of "Advanced Worker".

b) Having excellently completed assigned tasks or having initiatives recognized by the grassroots Innovation Council, or having scientific research projects, scientific proposals, or scientific and technological works that have been successfully completed and approved.

The proportion of individuals recognized with the title "Outstanding Emulation Soldier at the grassroots level" shall not exceed 15% of the total number of individuals who have achieved the title "Advanced Worker".

The title "Outstanding Worker"

The title "Outstanding Worker" is awarded annually to officials, civil servants, and employees of units and organizations under and directly affiliated with the Ministry of Interior who meet the following standards:

a) Successfully completed the task or better;

b) Strictly adhere to the Party's guidelines and policies, the State's laws, and the Ministry of Interior's internal regulations and working procedures; demonstrate self-reliance, self-improvement, solidarity, mutual assistance, and actively participate in emulation movements.

c) Actively study politics , culture, professional knowledge, and skills.

d) Possessing morals and an upright, healthy lifestyle.

Individuals sent to participate in short-term training courses lasting less than 12 months, who comply well with the regulations of the training institution, will have their study time counted towards their working time at the agency or unit for the purpose of being considered for the "Advanced Worker" title.

Individuals who are sent to training or professional development programs for one year or more, who comply well with the regulations of the training or professional development institution, and who achieve academic results of "good" or higher, may be considered for the title of "Advanced Worker".

Maternity leave as stipulated by regulations is counted towards the criteria for awarding the "Outstanding Worker" title.

For individuals transferring to the Ministry of Interior during the year: The agency proposing the award for the individual is responsible for seeking feedback from the previous agency if the individual has worked there for 6 months or more.

In cases where individuals are seconded or assigned to the Ministry of Interior for a specific period: The evaluation for the title of "Advanced Worker" is carried out by the agency or unit that seconded or assigned the individual, and the organization or unit to which the individual was seconded or assigned is responsible for providing feedback and comments on the individual's work performance during the period of secondment or assignment to the Ministry of Interior.

The title "Outstanding Worker" will not be considered for any of the following cases:

a) Newly employed for less than 10 months.

b) Having received disciplinary action ranging from reprimand upwards.

The title "Government's Emulation Flag"

The title "Government Emulation Flag" is awarded annually to outstanding collectives among the leading collectives in the Emulation Cluster of units and organizations under and directly affiliated with the Ministry of Interior, and meeting the following standards:

a) Having achieved outstanding results, exceeding the performance targets and assigned tasks for the year;

b) Internal unity; clean and strong Party and mass organizations; leading the way in practicing thrift, combating waste, preventing and combating corruption, negative phenomena, and other social evils.

The proportion of collectives considered for the "Government's Emulation Flag" award shall not exceed 20% of the total number of collectives that meet the criteria for receiving the Ministry of Interior's Emulation Flag.

Recognition as an outstanding collective among the leading collectives in the emulation clusters and groups, eligible for the "Government Emulation Flag," must be based on evaluation, assessment, and comparison within the emulation clusters and groups organized by the Ministry of Interior.

The Ministry of Interior's Emulation Flag Award

The title "Emulation Flag of the Ministry of Interior" is awarded annually to outstanding collectives that lead the emulation clusters of units and organizations under and directly affiliated with the Ministry of Interior and meet the following standards:

a) Exceeded all performance targets and assigned tasks for the year; recognized as an outstanding exemplary collective of the Ministry of Interior.

b) Internal unity, clean and strong Party and mass organizations; actively practicing thrift and combating waste; preventing and combating corruption, negative phenomena, and other social evils.

The Ministry of Interior's Emulation Flag award is given to collectives that lead thematic emulation movements launched by the Ministry of Interior for a period of 3 years or more.

The Ministry of Interior's Emulation Flag award is given to outstanding Departments of Interior Affairs that lead the Emulation Cluster of Departments of Interior Affairs in provinces and centrally-administered cities in the annual emulation movement of the Interior sector launched by the Minister of Interior Affairs.

The title "Outstanding Labor Collective"

The title "Outstanding Labor Collective" is awarded annually to collectives of units and organizations under and directly affiliated with the Ministry of Interior that meet the following standards:

a) Successfully completed the assigned tasks;

b) Actively participate in regular, practical, and effective emulation movements;

c) 100% of individuals in the team complete their assigned tasks, with at least 70% of them achieving the title of "Advanced Worker";

c) There are individuals who have achieved the title of "Outstanding Emulation Soldier at the grassroots level";

d) Internal unity and exemplary adherence to the Party's guidelines, the State's policies and laws, and the Ministry of Interior's internal regulations and working procedures.

The title "Advanced Labor Collective"

The title "Advanced Labor Collective" is awarded annually to collectives of units and organizations under and directly affiliated with the Ministry of Interior that meet the following standards:

a) Successfully complete assigned tasks or better;

b) Participate in emulation movements regularly, practically, and effectively;

c) At least 70% of individuals in the group have achieved the title of "Advanced Worker" and no individual has been disciplined with a warning or higher penalty;

d) Internal unity, good adherence to the Party's guidelines, the State's policies and laws, and the Internal Regulations and Working Procedures of the Ministry of Interior.
