Seeing opportunities for growth.
In reality, recent events in many localities have shown that, thanks to the close attention to the grassroots by leaders, numerous difficulties have been identified, ranging from the risk of budget revenue shortfalls and slow disbursement of public investment to obstacles in land clearance, attracting investment, and developing production and business.
In Phong Phu ward, after surveying the coastal area and assessing the current infrastructure, local leaders recognized the potential for developing a new coastal tourism axis, creating further impetus for local growth. The ward's Party Secretary, Comrade Phan Hong Anh, stated that to create a highlight for coastal tourism, the locality must develop a comprehensive master plan, create unique products, and mobilize the participation of the people.
Not only for beach tourism, but when surveying the lotus cultivation model of Mr. Ho Van Dieu's household, local leaders also saw opportunities to develop experiential tourism associated with the local product. According to the Chairman of the People's Committee of the ward, Nguyen Van Dung, the goal is to enhance the value of the lotus plant in conjunction with the development of experiential tourism, creating additional livelihoods for the people.
While in Phong Phu, the challenge was to exploit potential to create new growth drivers, in Loc An, the focus was on removing obstacles for businesses to maintain existing development momentum. Through meetings with businesses, local leaders directly grasped the difficulties in production and business.
Mr. Nguyen Xuan Hung, Director of Loc An Construction Materials Manufacturing Joint Stock Company, believes that businesses urgently need the support of the government in resolving administrative procedures and removing difficulties arising during their operations.
Nguyen Ngoc Anh, Secretary of the Party Committee of Loc An commune, affirmed that the locality will continue to stand alongside businesses, promptly identify emerging obstacles, create favorable conditions in resolving administrative procedures, support production and business activities, and expand investment.
Creating motivation from practical experience.
During numerous working sessions with the Party committees of communes and wards, Party Central Committee member, City Party Secretary, and Head of the City's National Assembly Delegation, Nguyen Dinh Trung, emphasized that leadership is not just about inspecting, listening to reports, and giving general directives, but must also involve practical experience to identify problems, propose adjustments to mechanisms and policies, and organize effective implementation. According to the City Party Secretary, if leadership only stops at giving directives without creating concrete changes, it is not true leadership.

This perspective shows that the need for innovation in leadership methods requires enhancing the constructive capacity of each locality. Communes and wards should not only perform state management functions but also become agents of development, capable of identifying advantages and bottlenecks and organizing the implementation of development tasks within their areas.
In reality, after a year of operating the two-tiered local government system, it has been shown that the localities that effectively implemented the model were those that proactively proposed solutions. Based on this mindset, many suggestions from the grassroots level have been reviewed, researched, and addressed by the Standing Committee of the City Party Committee through specific solutions.
The study on adjusting the revenue sharing ratio from land use fees for localities is one example. Based on the issues raised at the grassroots level, many aspects related to infrastructure investment, resource allocation, investment attraction, and urban development have been considered on the basis of long-term development requirements rather than just addressing immediate difficulties.
In Chan May - Lang Co, after working with the local Party Committee, the Standing Committee of the City Party Committee directed the development of a Resolution on the urban development of Chan May - Lang Co for the period 2026-2030 and established a Steering Committee to organize its implementation. A new resolution was issued based on practical requirements, transforming potential into a driving force for growth. With its position as the center of the Chan May - Lang Co Economic Zone and a gateway connecting the East-West economic corridor, this area is expected to become an important growth pole in the south of the city, creating a ripple effect for the entire region.
More broadly, the value of the two-tiered local government model lies not only in streamlining the administrative apparatus but also in its ability to create a governance model that is closer to the people, more practical, and more responsive to development demands.
When each locality proactively exploits its advantages, when the obstacles from the grassroots are listened to in order to improve mechanisms and policies, and when the leaders dare to think, dare to act, and dare to take responsibility, the new model will fully realize its effectiveness.
