Lam Dong has been making the most of its existing potential and strengths to improve the investment and business environment, attracting investment capital to develop socio -economic aspects.

Strategically located in the Central Highlands, Lam Dong province possesses many advantages, including a large area and favorable natural conditions. The weather is mild and cool year-round, with temperatures ranging from 18-25°C, covering an area of ​​9,781.20 km2. Lam Dong boasts many famous scenic spots, beautiful and poetic natural landscapes; and possesses many valuable intangible cultural heritages (the Central Highlands Gong Culture Space, the Nguyen Dynasty Woodblocks, the Langbiang World Biosphere Reserve, and traditional cultural activities of ethnic minorities). The socio-economic center of the province is Da Lat, the "city of a thousand flowers".

Located in the Southern key economic region – a dynamic area with high economic growth and a market with great potential – Lam Dong possesses many potentials and strengths for socio-economic development.

5 strategic breakthroughs

To realize the goal of rapid, comprehensive, and sustainable development, making Lam Dong a relatively well-developed province in the country, and with a vision to 2050, Lam Dong province aims to meet the standards to become a modern, green, smart, distinctive, and livable centrally-governed city by 2045. The province has set out five development breakthroughs.

Firstly , invest in building a synchronous and modern infrastructure linked to the efficient exploitation and use of land resources and social resources; strengthen linkages with provinces in the Central Highlands, Southeast, North Central, and Central Coastal regions.

Secondly, administrative reforms, enhanced competitiveness, and attracting investment in large-scale production and business projects from all economic sectors are necessary to create a turning point in the economic restructuring towards modernization.

Thirdly, it involves rationally reorganizing socio-economic space; functional zoning; planning, constructing, managing, and sustainably developing urban systems in conjunction with building new rural areas in an enhanced and model direction.

Fourth, preserve and promote the value of historical, cultural, and natural heritage; protect the environment; protect forest land and water resources, especially in the headwaters of river basins; proactively prevent and combat natural disasters and effectively respond to climate change.

Fifth, training and developing human resources suitable for the economic restructuring process; meeting the needs of green economy, circular economy, digital economy, digital transformation, and urban economy... in order to promote rapid and sustainable socio-economic development in the context of the 4.0 Revolution.

Regarding development space, Lam Dong province will organize a model comprising 3 inter-district economic sub-regions, 5 economic corridors, and 2 growth poles. Accordingly, Lam Dong province has two main driving forces: Da Lat city and its surroundings; and Bao Loc city and its surroundings. The province will finalize the planning and structure of the two driving forces; plan and build economic corridors connecting the driving forces, especially the East-West corridor along the Dau Giay - Lien Khuong, Da Lat, and Nha Trang expressways, linked with National Highway 20, and expand National Highway 20.

To create a new image, the People's Committee of Lam Dong province has just issued Plan No. 8358 "Implementing the rearrangement of district and commune-level administrative units in the province during the 2023-2025 period". Accordingly, at the district level, Lam Dong will merge the entire natural area and population of three districts, namely Da Huoai, Da Teh, and Cat Tien, into one district named Da Huoai. At the same time, the entire natural area and population of Lac Duong district (a rural administrative unit) will be merged into Da Lat City (an urban administrative unit) to expand the urban space of Da Lat. In addition, the administrative boundaries of five communes, namely Loc An, Loc Tan, Loc Nam, Loc Thanh, and Tan Lac of Bao Lam district, will be adjusted and merged into Bao Loc City to expand the urban space of Bao Loc.

Lam Dong province aims to ensure that the restructuring is rational, appropriate to the local reality and situation; to ensure the completion of institutional reforms regarding administrative units, organizational structures, and a streamlined political system that operates effectively and efficiently; to contribute to leveraging all resources to promote socio-economic development, improve the lives of people in the province, ensure national defense and security; and maintain political stability and social order.

In particular, Da Lat City, the "city of a thousand flowers," has been actively implementing investments in urban transportation infrastructure to improve the quality of its facilities and better serve the ever-increasing travel needs of residents and tourists.

The city's goal for the 2023-2026 period is to upgrade and expand Tran Le, Hoang Van Thu, Phu Dong Thien Vuong, and Tran Quoc Toan roads with a total budget of over 400 billion VND. In addition to road projects, the Da Lat City People's Committee is also planning to install traffic lights and upgrade 10 key intersections with a total investment of over 119 billion VND to be implemented in 2023. This aims to organize traffic flow rationally and effectively, avoiding conflicts and traffic congestion during peak hours in densely populated areas with heavy traffic.

The efforts to upgrade, renovate, expand, and improve the transportation system in the city aim to build a civilized and friendly city, meeting the needs of socio-economic development, promoting tourism, and bringing Da Lat closer to the image of a smart, friendly, and modern city.

Increase investment attractiveness.

Promoting policies to attract and facilitate businesses and investors to invest in and implement projects in the locality is one of the key initiatives that Lam Dong province is actively pursuing. The Provincial People's Committee has directed relevant departments and levels to implement various solutions to remove difficulties and obstacles in the operation and implementation of projects by businesses; and to accelerate the promotion and attraction of non-budgetary investment projects in the province. Local authorities have proactively reviewed land resources and areas with the potential to attract investment in the province to propose projects or develop planning (for areas without existing plans).

Over the past period, alongside reviewing, urging, and resolving difficulties related to mechanisms and policies for investors in project implementation, Lam Dong province has also continued to effectively shape the synchronous development of various sectors, helping projects to operate smoothly after completion. In addition, the locality has reviewed and inspected the implementation status of projects, terminating the operations of projects that are behind schedule or not implemented according to the approved plan. Specifically, the investment activities of 4 projects have been revoked and terminated, with a total registered capital of 350 billion VND.

Lam Dong province has issued numerous decisions approving the list of investment projects in the province across various sectors. According to Decision No. 184/QD-UBND dated January 27, 2022, the province has called for investment in 142 projects, encompassing areas such as housing, urban areas, industrial zones, tourism, water supply and drainage, waste treatment and technical infrastructure, commerce, services, culture, sports, healthcare, education, training, and agriculture.

In 2024, Lam Dong province will focus on promoting investment in the fields of tourism, services, industry and handicrafts, agriculture, infrastructure, housing, and urban areas. In the tourism sector, the province will accelerate the development of modern and integrated infrastructure to support tourism development, especially in the Tuyen Lam Lake National Tourist Area and other areas with tourism potential within the province. In addition, Lam Dong will also attract investment in the construction of large, modern entertainment complexes, high-end restaurants, and hotels.

In the service sector, the province will focus on attracting investment in banking, commercial finance, logistics services, postal services, telecommunications, information technology and electronics, and tourism projects. At the same time, the province will also create favorable conditions for the construction of high-end shopping malls, large, modern service centers, and international convention centers in Da Lat city.

Regarding infrastructure, Lam Dong will focus on investing in key transportation projects such as the Dau Giay – Lien Khuong expressway, national highways 27, 55, and 27C, and restoring the Phan Rang – Thap Cham – Da Lat railway. At the same time, the province will also seek major domestic investment partners such as Vingroup, Sungroup, Sovico, Hung Thinh, Him Lam, Bitexco, and Becamex to jointly promote the local economic development.
