Ho Chi Minh City Cybersecurity Exercise 2023

On the morning of December 26th, the Ho Chi Minh City Department of Information and Communications inaugurated the "Ho Chi Minh City Network Information Security Exercise 2023" program to enhance the capacity for detecting and handling incidents for incident response teams and specialized information security units in the city.

The program took place from December 26th to December 30th, 2023 at Quang Trung Software Park (District 12). The exercise aimed to raise awareness and improve information security skills for IT staff in departments, agencies, and businesses in Ho Chi Minh City and Thu Duc City.

The training program took place over four days at Quang Trung Software Park (District 12).

The teams participating in the exercise will focus on three main areas: Countermeasures against ransomware attacks that encrypt data via compromised websites; Countermeasures against remote code execution from Fortinet devices through heap-based buffer overflow vulnerabilities; and Countermeasures against attacks via public Wi-Fi access points.

The program aims to promptly identify information security weaknesses related to human resources, technology, and processes in order to implement improvements and enhance rapid response capabilities in the event of incidents; it also aims to strengthen the sharing and learning of experiences and knowledge in ensuring network information security between units in Ho Chi Minh City and the southern provinces.

Mr. Vo Minh Thanh, Deputy Director of the Ho Chi Minh City Department of Information and Communications, said that the subjects of the practical cybersecurity exercise included the socio -economic information aggregation system and the information reception and response portal system for citizens, businesses, and organizations in Ho Chi Minh City.

These are information systems deployed and applied on new technology platforms, providing many conveniences and benefits to users in Ho Chi Minh City. For these information systems, hackers are always looking for ways to infiltrate and steal information, requiring information security personnel to have specialized knowledge and in-depth skills to detect and counter these threats.

According to Mr. Nguyen Huu Nguyen, Deputy Director of the Vietnam Cyber Emergency Response Center, the live-fire exercise was conducted on a real system to assess the teams' ability to detect and respond to incidents. In addition, it also identified weaknesses in information systems related to technology and human resources in Ho Chi Minh City.

In 2023, most provinces, cities, and ministries implemented practical activities and three large-scale national exercises, discovering over 400 vulnerabilities in the systems of agencies and organizations. Based on these findings, corrective measures were implemented, and practical information security measures were put in place to ensure the safety of these systems.
