Adjusting the planning
After a period of interruption, the development of Quang Nam into a Type I urban area has been "reactivated". Specifically, the province established the Steering Committee on Urban Development and Administrative Unit Reorganization in mid-October 2024.
The Quang Nam Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister . The plan for developing the provincial capital into a Type I urban area includes Tam Ky City and Nui Thanh District. This also serves as the basis for developing the General Urban Planning for the period 2026-2030 and for formulating plans and determining resources for implementing the province-wide urban development program.
Although the urban development area for Type I cities has been adjusted (Phu Ninh is no longer included), as a "test" at an earlier time, the three localities of Tam Ky, Nui Thanh, and Phu Ninh have linked and cooperated in tourism development, yielding practical results.
As the provincial capital, Tam Ky has included 32 infrastructure connection projects with a total investment of over 1,699 billion VND in its medium-term public investment plan for the period 2021-2025.
Of the 32 projects approved for investment and implementation since 2021, 2 have been completed, 10 are under construction, 14 are undergoing land compensation and clearance, and 1 has completed the procedures to begin construction…
Regarding specific mechanisms and policies, in recent times, the provincial budget has prioritized allocating a portion of resources to provide targeted support and increased funding from the municipal development budget to enable Tam Ky City to improve its urban infrastructure.
According to the Party Committee of the Provincial People's Committee, the Provincial Planning document has identified a plan for the development of the provincial capital as the basis for building the provincial urban development program.
Regarding the Tam Ky urban master plan, consideration is being given to adjusting it to be consistent with larger, already approved plans, including: the provincial plan and the master plan for the Chu Lai open economic zone.
Prioritize resources
According to the provincial authorities' analysis, the Quang Nam Provincial Planning approved by the Prime Minister provides a favorable legal basis for realizing the goal of building and developing a Type I urban area within the province in the near future.
The current requirement is for the Management Board of Economic Zones and Industrial Parks to urgently adjust the General Planning of the Chu Lai Open Economic Zone, clearly defining the role, functions, and interconnected relationships of the Tam Ky - Nui Thanh area according to the orientation of a type I urban area.
The People's Committee of Tam Ky City and the People's Committee of Nui Thanh District shall study, in accordance with regulations, the organization of adjustments to the General Urban Planning of Tam Ky and the General Urban Planning of Nui Thanh to ensure consistency and synchronization with the adjusted General Planning of the Chu Lai Open Economic Zone, linked to the goal of building a type I urban area.

Starting with urban planning, Tam Ky City Party Secretary Nguyen Thi Thu Lan requested the Provincial People's Committee to direct relevant departments to support the locality in completing the Tam Ky City Master Plan.
In the longer term, preparing for the urban planning of the new provincial capital based on the merger of Tam Ky and Nui Thanh districts should also be included in the upcoming plans, tasks, and solutions of the Provincial People's Committee and the Steering Committee on Urban Development and Administrative Unit Reorganization of the province.
“The Steering Committee should prioritize the early issuance of specific mechanisms for the construction and development of Type I urban areas. Along with that, it should identify specific priorities regarding investment resources and project lists, especially key projects in the appendix implementing Decision 72 of the Prime Minister; or inter-regional infrastructure connection projects as proposed by the Department of Construction,” Ms. Lan stated.
At its first meeting, the Provincial Steering Committee for Urban Development and Administrative Reorganization agreed on the objectives for each stage, providing a basis for directing and proposing appropriate, focused solutions to gradually implement and achieve the goal of building a Type I urban area.
Specifically, by 2030, the focus will be on developing a dynamic urban center in the south based on the formation of a cluster of urban areas including Tam Ky - Nui Thanh and surrounding areas; ensuring the fulfillment of functions within the urban cluster linkage according to the national urban-rural system plan.
To lay the groundwork for the formation of a Type I urban area within the province, in accordance with the provincial planning orientation, Provincial Party Secretary Luong Nguyen Minh Triet - Head of the Steering Committee - said that priority must be given to allocating resources to implement investment in technical and social infrastructure linking Tam Ky and Nui Thanh through public investment; other legitimate social resources and financial mechanisms in investment allocation.
"The merger of Tam Ky and Nui Thanh in the 2026-2030 period to develop them into Type I urban areas requires an increase in urbanization rates. Nui Thanh must focus investment on ensuring that some wards meet the criteria of the Type IV urban classification scheme recognized by the Ministry of Construction."
"If resources are not prioritized to increase the urbanization rate in this area, the merger of Tam Ky and Nui Thanh will result in a type III urban area, not a type I one," Mr. Triet noted.
