According to the Ministry of Industry and Trade's assessment, after the process of weeding out weak businesses, the multi-level marketing industry is gradually moving towards stability.
As of the end of April 2026, there are currently 15 businesses nationwide with registered multi-level marketing licenses, a decrease of 4 units compared to 2024. Along with the shrinking number of businesses, the number of participants also decreased by approximately 6%, reaching 652,184 people.
In 2025, total industry revenue is projected to reach VND 15,096 billion, continuing the downward trend from VND 21,112 billion (2022), VND 16,866 billion (2023), and VND 16,066 billion (2024). Despite the somewhat shrinking scale, the industry will still contribute over VND 2,306 billion in taxes to the state budget.
In terms of market structure, Herbalife Vietnam continues to assert its leading position, accounting for over 55% of the industry's total revenue, reaching over 8,314 billion VND; followed by companies such as Amway Vietnam, Care For Vietnam, Nu Skin, and Unicity Marketing.
Functional food products remain the dominant item, accounting for 87.7% of total revenue, far surpassing cosmetics, household goods, and fashion .
Notably, the average income from commissions and bonuses for each participant actively involved in sales in 2025 is estimated at approximately 11.42 million VND. This figure is equivalent to 9% of the national average per capita income.
State management of the multi-level marketing sector will continue to be strengthened and enhanced in 2025. Important documents such as Decree 146/2025/ND-CP and Decree 137/2026/ND-CP have been issued to promote decentralization of management and simplify administrative procedures.
In addition to promoting online public services, the National Competition Commission has effectively implemented post-inspection work with 6 inspection teams, imposing administrative fines of over 1.3 billion VND on violating businesses.
Also in 2025, authorities reviewed and transferred files of 9 cases with suspected criminal activity to the police, and verified 41 cases with suspicious business models. Many cases related to fraud and violations of multi-level marketing regulations were prosecuted, contributing to deterrence and cleaning up the business environment.
Thanks to the synchronized implementation of management solutions from the central to local levels, the multi-level marketing market in 2025 was basically orderly and stable, with no serious or complex incidents detected. Although the number of businesses, revenue, and participants decreased slightly, the industry is trending towards genuine retail distribution, bringing goods to customers with real consumption needs.
