Science and technology form the foundation for digital transformation.
Recognizing digital transformation as a crucial driving force for socio-economic development, Khanh Hoa province is implementing a comprehensive set of scientific and technological solutions with a people-centered approach, thereby improving the quality of life and the effectiveness of state management. In implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on "breakthroughs in the development of science, technology, innovation, and national digital transformation," Khanh Hoa province has achieved many remarkable results, particularly in building digital infrastructure and platforms.
In recent times, numerous activities have been organized to introduce and showcase digital technology ideas, solutions, and services, creating opportunities for people to directly access and experience digital products in their daily lives. New technologies such as artificial intelligence (AI), the Internet of Things (IoT), blockchain, augmented reality (AR/VR), and mobile platforms are gradually being applied to fields such as tourism, healthcare, transportation, and smart cities.
In state management, Khanh Hoa is promoting the digitalization of administrative procedures, expanding the provision of high-level online public services; deploying the E-Office electronic document management system, and integrating a set of tools for measuring and evaluating work results (KPI). Data connectivity and interoperability between departments, agencies, and localities have been strengthened, contributing to improved management efficiency and transparency in public service activities.
According to the Ministry of Science and Technology, Khanh Hoa province has fully implemented integrated platforms for sharing common data, gradually forming a data ecosystem to serve governance and provide public services. Alongside this, cybersecurity is prioritized through the operation of the Information Security Monitoring and Control Center, contributing to the protection of digital infrastructure and data of state agencies.
Digital transformation is also gradually changing community habits. Cashless payments, e-commerce, and the use of online public services are becoming increasingly popular, making digital technology a familiar tool in people's lives. Notably, the province has mobilized forces to directly support digital transformation at the grassroots level, guiding commune and ward officials to access and operate digital platforms, thereby bringing digital transformation to a practical level closer to the people.
Breakthrough in digital infrastructure
Khánh Hòa province has identified 2026 as the year for accelerating the development of science and technology and digital transformation, aiming to be among the leading provinces nationwide in the Digital Transformation Index (DTI). The focus will be on developing a modern and secure telecommunications and internet infrastructure, serving as a foundation for the digital economy and digital society.
According to the plan, the province will focus on expanding 5G coverage throughout the area; striving to have at least 80% of the number of 4G base stations broadcasting 5G. The average download speed of the mobile network is expected to double compared to 2025, reaching approximately 400 Mbps; at least 30% of users will have access to fixed broadband at speeds above 1 Gb/s.
The total number of base stations in the province is expected to reach approximately 3,900, of which 80% will have infrastructure to support 5G technology integration. In addition, the total length of fiber optic cables is targeted to reach 18,400km; the number of streets with underground fiber optic cables will reach 3,900km; 5G mobile broadband coverage will reach 80% of the population; and the percentage of Internet subscribers using IPv6 will reach 90%.
In the field of data infrastructure, the Provincial Data Center, with two locations in Nha Trang and Phan Rang, continues to operate stably, meeting the requirements for safety, security, and ensuring data backup and recovery. The Center has sufficient capacity to operate shared information platforms and systems and connect to the wide area network for state agencies, creating a foundation for unified data sharing and exploitation.
In particular, the province's Intelligent Operations Center (IOC) has been put into operation, with updated and synchronously shared data from agencies and systems throughout the province.
According to Mr. Pham Quoc Hoan, Director of the Department of Science and Technology of Khanh Hoa province, in implementing Resolution No. 57-NQ/TW of the Politburo, the province is simultaneously deploying three pillars: science and technology, innovation, and digital transformation; in which digital transformation is identified as a priority, focusing on developing infrastructure, data platforms, and applications to serve citizens, businesses, and government agencies.
With a target of the digital economy contributing approximately 35% to the GRDP by 2030, and the goal of being among the top 10 localities nationwide in the Local Innovation Index (PII) and the Digital Transformation Index, the steps taken in 2026 are expected to lay a solid foundation for science and technology to become a sustainable growth engine for Khanh Hoa.
