Currently, the province has 240 secondary schools. Mr. Nguyen Ngoc Quang, Deputy Director of the Department of Education and Training, stated: The Department has implemented comprehensive improvements and enhancements to educational quality across all levels, with lower secondary education being the key level, following upper secondary education – a crucial stage for evaluating the output quality of the entire sector. Just before the 2025-2026 school year, the Department of Education and Training organized a nationwide conference on implementing solutions to improve the quality of education at the preschool, primary, and lower secondary levels, unifying solutions and redefining the development roadmap for the new school year. Recently, the Department continued to organize a conference on improving the quality of lower secondary education, with the participation of over 300 leaders from 75 communes and wards, and management staff from schools with lower secondary levels. The conference provided a forum for exchanging and sharing experiences in management, evaluating the quality of education in the first semester, and proposing solutions for improvement in the second semester and subsequent school years.

In addition, the Department of Education and Training directed a survey of student quality at the beginning of the year, analyzing results by grade level and subject. The survey revealed disparities in student quality among schools, localities, and subjects; some schools lacked creative and flexible solutions tailored to their specific circumstances; and the application of competency-based teaching methods was limited. To address these shortcomings, the Department implemented a model of 18 professional clusters to allow schools to share management experiences, innovate teaching methods focused on developing students' qualities and competencies, and promote digital transformation. These clusters established "professional support and advisory" teams to assist schools in implementing their academic year tasks.

At Dua Mon Semi-Boarding Ethnic Minority Junior High School in Muong Lam commune, 100% of the students are children of ethnic minorities. Mr. Nguyen Quoc Tu, the school's principal, said: This school year, the school has 16 classes with 741 students. Initial surveys showed that the school's educational quality was lower than many other schools. The school has focused on reforming management practices, classifying students for remedial instruction, managing discipline and student numbers effectively for boarding students, and strengthening extracurricular activities. At the same time, the school has actively sent staff and teachers to participate in professional cluster meetings to improve and innovate teaching methods. After one semester, the quality has initially improved, the percentage of students achieving passing grades has increased, and students are more confident, assertive, and conscientious in their studies.

As for Nguyen Trai Secondary School in To Hieu Ward, the school focuses on optimizing advanced education, continuously affirming its brand and role as a shining example in secondary education in the province. Ms. Tran Thi Thu Thuy, the school's principal, said: "The school prioritizes identifying and nurturing gifted students from grade 6; selecting capable, experienced, and creative teachers to lead them; and building a long-term training strategy, linking quality targets with performance evaluations. Every year, 80-87% of students participating in the provincial-level gifted student competition win awards; the number of first and second prizes consistently ranks among the top in the province; and 120-130 students per year are admitted to Son La Specialized High School."

In light of the changes in the new administrative model, the Department of Education and Training is strengthening close coordination with the local authorities at the commune and ward levels to direct the implementation of tasks and enhance the responsibility of local authorities towards education. This includes particularly emphasizing the role of management staff, increasing training courses on integrated digital literacy teaching, and active learning methods such as project-based learning and STEM. Simultaneously, it is fostering close cooperation between schools, families, and society in managing and educating students, creating a safe and healthy educational environment, and contributing to improving the overall quality of education.
