Implementing the strategic breakthroughs of the 14th Party Congress on perfecting institutions and enhancing national governance capacity, Quang Ninh province continues to affirm that modernizing the administrative system and optimizing the capacity of the apparatus is the solution to unleashing resources. With a proactive mindset, the Provincial Party Committee concretizes these goals through intelligent governance models, creating a solid foundation for the journey in the new era.

During the past term, the province has made substantial progress through the effective implementation of Project No. 25, dated October 31, 2014, of the Quang Ninh Provincial Party Committee, merging the advisory agencies of the Party Committee with specialized government agencies, reducing the number of departments and sectors by 30%. In particular, the milestone of July 1, 2025, when the two-tiered local government officially comes into operation, coupled with the implementation of "non-geographical" administrative procedures according to Decision No. 1949, dated June 12, 2025, of the Provincial People's Committee, has completely changed the mindset, shifting strongly from management based on household registration to serving the actual needs of citizens and businesses. People are no longer bound by their place of residence. According to statistics, after 4 months of implementation, more than 4,600 non-geographical applications have been processed at the most convenient reception points, and the "constructive government" mindset has spread to even the most remote and disadvantaged areas.

With digitalization as the foundation and data interconnection as the lifeblood to build truly effective governance, Quang Ninh province implements a "5-step process in an electronic environment" (receiving, appraising, approving, digitally signing, and returning results online), coupled with providing personal digital signatures to officials and using a second seal under a legally authorized mechanism (the legal seals of authorized departments and agencies are placed at the Public Administration Service Center).

This solution allows for the stamping of procedure results immediately after the department head approves them electronically, creating a closed-loop process and eliminating delays caused by the circulation of paper documents between agencies. As a result, 100% of eligible results are synchronized to the electronic data warehouse of organizations and individuals, enabling citizens to reuse data without having to re-provide information already in the national database. This transparency has helped the province maintain its top position in the PCI index for eight consecutive years (2017-2024), completely eliminating the authoritarian mindset in public administration.

During the period 2026-2030, building upon and developing the practical values ​​from Resolution No. 05-NQ/TU dated April 9, 2021, of the Provincial Party Committee and Conclusion No. 14-KL/TW dated September 22, 2021, of the Politburo on the policy of encouraging and protecting dynamic and creative officials for the common good, Quang Ninh province will continue to improve the mechanism for protecting officials to quickly realize the breakthrough vision in the Resolution of the 14th National Congress of the Party. This is an important legal framework for officials in key areas such as Van Don and Quang Yen to boldly pilot unprecedented economic models such as casino complexes or smart ecological industrial parks.

To ensure the smooth operation of the administrative apparatus after the merger, the province issued a policy to support travel for officials transferred to special zones and islands. Simultaneously, the province proactively seconded highly qualified personnel to strengthen local areas and localities such as Duong Hoa, Tuan Chau, and Cai Chien... in essential fields such as natural resources and environment, ethnic affairs, and religion, ensuring that tasks are not interrupted.

Quang Ninh's efforts are establishing a synchronized digital governance model, where all data, from Party member records to the progress of official duties, are interconnected and monitored directly in real time on the Administrative Procedure Resolution Information System and the Electronic Party Member Handbook application. This technological advancement also represents a significant shift in governance thinking. It involves tightening discipline and order while expanding the space for innovation. This transparent and scientific operating mechanism serves as a "screening mechanism" and a "lever" to ensure that every decision of the Provincial Party Committee hits its target and promptly addresses practical challenges related to sustainable development in the new era.
