
Improving the quality of administrative procedures.
A notable achievement after the new administrative apparatus was put into operation in A Mu Sung is the increasingly improved quality of administrative procedures. At the Commune Public Administrative Service Center, the process of receiving, processing, and delivering results is carried out smoothly, creating convenience for the people; many long-standing outstanding cases have been addressed and resolved definitively by the local authorities. In particular, instead of waiting for people to come to the office, every week, commune officials and civil servants bring the "Mobile Public Administrative Service Center" model to the villages to assist people in carrying out administrative procedures, helping to overcome transportation difficulties and shorten travel distances for residents.
Comrade Ma Seo Lang, Secretary of the Party Branch of Lung Po village, said: “The people's administrative documents and procedures are resolved quickly and conveniently. The commune leaders regularly visit the people and promptly resolve any difficulties and obstacles that arise, so the people have great trust and consensus.”
According to statistics from the A Mú Sung Commune Public Administrative Service Center, from July 1, 2025 to the present, the unit has received and processed more than 2,700 administrative procedure applications, including more than 2,600 online applications, with a 99.55% success rate in resolving applications on time or ahead of schedule, and no outstanding applications. In addition, 100% of administrative procedures under the commune's jurisdiction are publicly displayed in various forms such as paper copies, QR codes, and electronic versions, making it easy for people to access and look up information.
According to the Deputy Director of the Public Administrative Service Center of Chảo Duần Hin commune, the commune has deployed and maintained community digital technology teams in all 14 villages. These teams serve as "extended arms" in supporting people in installing and using digital applications, contributing to improved efficiency in handling work. The commune Party Committee has assigned seven officials to directly oversee the villages, supporting the local team in handling work, applying information technology, and monitoring the people's situation.
Developing agricultural economy towards a commodity-based approach.
Along with innovations in management and administration, A Mú Sung commune is also actively seeking new directions to increase people's income. In the border village of Lũng Pô, the commune government has encouraged people to convert some areas of low-yield agricultural land to pineapple cultivation. This crop is considered suitable for the natural conditions and has proven its economic value in several localities in the province. Pioneering this model, Mr. Lù Seo Sở's family boldly planted over 40,000 pineapple seedlings. To date, the pineapple garden is growing well, opening up prospects for economic development. Mr. Lù Seo Sở said: “With the government's encouragement and technical guidance, I boldly switched to pineapple cultivation. If successful, this model will bring higher income than other crops.”
Besides developing new crops, A Mú Sung commune also focuses on promoting the effectiveness of local strengths such as cinnamon, bananas, and tea. Currently, the commune has about 800 hectares of cinnamon, including nearly 100 hectares of newly planted trees; 150 hectares of bananas, with 70 hectares of newly planted trees; 130 hectares of tea; and 15 hectares of pineapple. Expanding the area of key crops has gradually formed concentrated production zones, creating a foundation for the locality to increase production value.
With over 1 hectare of ancient Shan Tuyet tea trees, the family of Mr. Vang Lao Ta in Ngai Cho village earns nearly 70 million VND annually from selling fresh tea buds. Recognizing the potential of this native tea variety, Mr. Vang Lao Ta invested in a processing plant to increase production value. Thanks to its high quality, his family's tea products enjoy stable sales, resulting in high economic efficiency.
Mr. Vang Lao Ta said: “With a large cluster of ancient Shan Tuyet tea trees, which are rarely found elsewhere, and cared for organically, the tea quality is highly valued, providing a stable income for my family as well as many other households. In the future, I hope to continue expanding production and building a local tea brand so that more people know about it, thereby increasing the value of this crop.”
Thanks to the effective implementation of socio-economic development policies and the involvement of the entire political system, especially after the two-tiered local government model came into operation, the appearance of A Mu Sung commune has clearly improved. According to the People's Committee of the commune, from the beginning of the year until now, the local economy has maintained stable growth; credit activities continue to be effective with a total outstanding loan balance of approximately 38.1 billion VND, meeting the capital needs of people for production and business.
According to Le Duc Minh, Vice Chairman of the People's Committee of the commune: After one year of implementing the two-tiered local government model, the commune's administrative apparatus is operating stably and meeting the requirements of its tasks. Along with promoting administrative reform and digital transformation, the commune focuses on exploiting the potential and advantages of each village to develop production and increase people's income. This creates momentum for the locality to leverage its internal resources and continue building this border region, where the Red River flows into Vietnam, towards further development.
