My family's household registration is in Zone III. Due to work, we are currently renting and have registered for temporary residence in an urban ward. My children are currently studying there. Article 17 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, stipulates that the following subjects are eligible for financial support for educational expenses: Preschool children, primary and secondary school students, and trainees studying at continuing education institutions following the general education program who are orphaned of both parents. Preschool children, primary and secondary school students, and trainees studying at continuing education institutions following the general education program who are people with disabilities.
Preschool children, primary and secondary school students, and students studying at continuing education institutions following the general education program whose father or mother, or both parents, or grandparents (in the case of living with grandparents) belong to a poor household as defined by the Prime Minister .
Preschool children, primary and secondary school students, and trainees attending continuing education institutions following the general education program, where they and their parent or guardian (if living with a guardian) have permanent residence and are studying at an educational institution in a particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in coastal and island areas as defined by the competent authority, or studying at an educational institution in another area as defined by the local authority in cases where there is no educational institution in the particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in coastal and island areas.
Based on the regulations mentioned above and according to your letter, your children, being students with permanent residence in a particularly disadvantaged area (Region III) but attending school in an urban area, are not eligible for tuition fee support.
